What you will do

This is an exciting role that will lead professional relationships with service providers to ensure sustainable, mutually beneficial outcomes.  The Commercial Portfolio Manager (CPM) is the lead provider of commercial expertise in support of the Defence Capability Plan (DPC).

The Commercial Portfolio Manager – Capability will provide procurement expertise across the Capability portfolio. They will develop, implement, and maintain procurement strategies that optimise value to NZDF.
NZDF is undergoing a transformation that includes how we engage with our suppliers. The Commercial Portfolio Manager will responsible for leading the interface between Capability Branch and DCS to ensure commercial requirements are identified, planned for and delivered. 
They will need to work with internal and external stakeholders, challenging them to think differently and ensuring a continual focus on opportunities for enhancing value.

What we need

A senior procurement manager with experience including responsibility for a large and complex portfolio, with demonstrable success in delivering procurement value in a commercial environment. 
Your authentic approach to supplier relationship management, understanding of the machinery of government and the protocols required for government procurement are crucial to your success in this position.

You'll have a successful track record as a leader of change, refined commercial acumen and well-developed negotiation skills, as well as solid analytical skills and a calm and methodical approach to problem solving.  Your communication skills at all organisational levels and relevant tertiary qualification or CIPS will be highly regarded.

Defence Commercial Services, (DCS) is a key component of the wider Joint Defence Services (JDS) Portfolio. JDS enables Defence Force operations by synchronising key pan-NZDF enabling functions including Logistics, Communications and Information Systems, Health, Security , Strategic Programmes, Military Policing, Knowledge and Information Management and Commercial Services.

The effective and efficient delivery of these enabling functions is a key contributor to the operational effectiveness of our Defence force.  In this sense, Joint Defence Services are a force behind our Force.
DCS leads and enables the wider NZDF Commercial Function. This is achieved by delivering enabling policies, frameworks, training, and systems; and the monitoring of commercial risk and supplier performance across the organisation.
DCS performs centralised procurement and business processing functions for NZDF, and offers a range of value adding services to internal customers, including access to professional commercial expertise,

The minimum citizenship and residency criteria for security clearances to be granted by the NZ Defence Force are as follows:

Higher level Security Clearance

  • most preferably a NZ citizen who has resided continuously in this country for the last 10 years, OR
  • is a citizen of, and/or has resided continuously in one or more of the following countries for the last 10 years: either Australia, Canada, NZ, UK or the USA; and has a background history that is verifiable and can be assessed as appropriate by the NZSIS towards a recommendation of suitability for a security clearance at a higher level.

If you do not meet these minimum criteria, we will not be able to accept your application.
