Job Description

What you will do

As the Requirements Lead, you will be responsible to the Project Manager for the development, delivery, maintenance and overall management of user and system requirements products, requirements input into project documentation and the provision of advice to a variety of stakeholders.

You will provide support to the Capability Integration Lead and Defence Commercial Services in verifying and validating that the requirements have been satisfied, including the provision of objective evidence that can assist in the acceptance of Defence capability.

To be successful in this role, you will need to have:

  • Strong interpersonal skills with demonstrated ability to relate to and gain the confidence of diverse stakeholders;
  • The ability to create systematic and consistent requirements in both technical and user-centric language;
  • Experience in requirements elicitation techniques with the ability to accurately identify key issues to complex business problems and to identify workable solutions whilst differentiating between business need and individual desire;
  • A demonstrated understanding of project management methodologies.

Who we are

The purpose of the Capability Branch is to provide efficient and effective management of New Zealand Defence Force capability development and delivery as well as provide capability management oversight. All of these contribute significantly to the total New Zealand Defence Force capability lifecycle. The Capability Branch provides a single point of accountability for these elements and delivers outputs that enable the delivery of joint effects.  The Capability Branch fosters contemporary military specialist knowledge and future thinking, operates using project and financial management disciplines and provides programme and project quality assurance oversight. 

The Capability Branch Programme Management Office (PMO) works collaboratively with the Ministry of Defence to support the Defence Capability Management System.  This is undertaken through its role as the Programme and Project Management centre of excellence for NZDF internal projects, and by co-stewarding the Defence Capability Management Framework.

The minimum citizenship and residency criteria for security clearances to be granted by the NZ Defence Force are as follows:

Higher level Security Clearance

  • most preferably a NZ citizen who has resided continuously in this country for the last 10 years, OR
  • is a citizen of, and/or has resided continuously in one or more of the following countries for the last 10 years: either Australia, Canada, NZ, UK or the USA; and has a background history that is verifiable and can be assessed as appropriate by the NZSIS towards a recommendation of suitability for a security clearance at a higher level.

If you do not meet these minimum criteria, we will not be able to accept your application.
