Senior Policy Analysts and Senior Analysts – Resource Management System

We are seeking Senior Policy Analysts and Senior Analysts with significant policy and/or planning experience to provide high quality advice, implement policy and engage with partners to help us achieve this purpose.


We have roles available within the following teams in our Resource Management System Directorate:

Urban and Infrastructure Policy

Cities are where most of our people live and are crucial to NZ's success. Cities attract innovative and creative people with the social interaction and economic opportunities on offer. The quality of built and natural environments in our urban areas needs to be maintained and improved as cities change and develop to set ourselves up for future growth and success.

Our work is centred around innovative urban resource management policy and planning. In this team you'll be:

  • Contributing to defining the urban outcomes that the Ministry and government are seeking and the Ministry's unique role in achieving them.
  • Contributing to long-term thinking about the resource management system, particularly in urban areas and for infrastructure.
  • Guiding and supporting the councils experiencing high to medium urban growth to implement the National Policy Statement on Urban Development Capacity.
  • Delivering and maintaining a range of infrastructure-related national instruments under the Resource Management Act.

Land and Air Policy

Land-based ecosystems provide services essential to the health of fresh water and the marine environment, as well as supporting much of our primary production and tourism. Issues associated with land management include maintaining biodiversity, addressing the impacts from contamination and managing natural hazard risks.

The Ministry is also the government's lead agency for understanding the factors contributing to air pollution and effective responses to improve air quality. This includes overseeing changes to the National Environmental Standards for Air Quality and creating opportunities to influence home heating practices to achieve clean air and warm homes.       

 

We are looking for an experienced Senior Policy Analyst to join our Land and Air Policy team to:

  • Provide leadership on policy development, including planning a work programme, commissioning analysis, reviewing advice, and authoring clear written communication.
  • Contribute to our strategic understanding of emerging issues and behavioural drivers for land management, as well as developing central government direction under the Resource Management Act.

What we're looking for

To be successful in the above roles we are looking for candidates with:

  • A proven ability to lead significant pieces of complex policy work, including planning, commissioning work and reviewing advice from team members.
  • A strategic view and ability to generate innovative and sustainable solutions.
  • Excellent written and oral communication skills and the confidence to build and maintain purposeful stakeholder relationships.
  • A can do attitude and the ability to work independently and as part of a team.
  • For the Senior Analyst (RMA Planners) roles, you will need strong working knowledge of the Resource Management Act and will likely have experience in district and/or regional resource management plan-making and/or consenting.

We are looking for exceptional candidates whose working style demonstrates:

  • Curiosity – Ask questions, listen and understand other perspectives. Use storytelling, insights from data, real life examples and views of end users to shape your work and grow your thinking.
  • Innovative thinking – Bring fresh thinking and be receptive to others' ideas and ways of working. Problem-solve and advise with impact. Think strategically and consider regulatory and non-regulatory approaches when implementing policy changes.
  • A focus on action – Achieve ambitious goals and operate with a high degree of accountability and judgement.


The following skills and qualifications would be considered assets:

  • An academic qualification in planning, public policy, law, economics, or environmental and social sciences.
  • Relevant experience working in central government, local government or the private sector.
  • An understanding of the principles of the Treaty of Waitangi, Te Ao Māori and engaging with Māori/iwi.
