Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development (HUD) is responsible for strategy, policy, funding, monitoring and regulation of New Zealand's housing and urban development system.
HUD works to prevent and reduce homelessness, increase public and private housing supply, make homes warmer and healthier, make housing more affordable for people to rent and buy, and to support quality urban development and thriving communities.
The Manager, Progressive Home Ownership (PHO) is part of Te Kāhui Kāinga Ora (Māori Housing Unit). Te Kāhui Kāinga Ora leads HUD's focus to increase housing and urban development outcomes for Māori, working closely with Te Puni Kōkiri and Kāinga Ora - Homes and Communities.
Te Kāhui Kāinga Ora is also engaging whānau, hapū, iwi and Māori and with key stakeholders to support those who seek to progress developments and realise their aspirations with housing and urban development.
About the role | Mō te tūnga
Manager, Progressive Home Ownership is a newly created position, responsible for leading a significant change programme within the housing system – a key part of HUD's work programme to address housing affordability.
The Government's $400 million Progressive Home Ownership Fund will help between 1,500 and 4,000 New Zealand families to buy their own homes.
The Fund is targeted at families who want to buy their own home and can afford mortgage payments but are constantly ‘chasing the market' in terms of saving a deposit, or families who can get a small deposit together but are not able to afford the ongoing costs of a mortgage at current house prices.
Progressive home ownership enables these families to partner with a provider to help them become homeowners by sharing the cost of a mortgage and addressing the deposit barrier.
The Fund has a specific aim to address housing affordability issues for three priority groups: Māori, Pacific peoples, and families with children.
The Manager PHO will lead the $400 million PHO Fund and in conjunction with the housing sector, operationalise the development of progressive homeownership products.
- Leading the implementation and on-going operations of the PHO programme.
- Undertaking broad sector-wide engagement, including leading discussions with the community housing sector, iwi, and Māori rōpū, and financial institutions.
- Building a team and developing their capability.
Ultimately, this is a significant opportunity to address housing affordability issues for Māori, Pacific peoples, and families with children.
About you | Mōu
- You will be a strong leader with a track record of leading an operational or delivery function.
- You will be able to work effectively with Ministers at a high level.
- You will have extensive experience engaging with Māori communities and using a kaupapa Māori approach that is whanau-centred.
- You will have experience establishing new functions and managing change within a complex environment.
- You will be politically savvy, able to build strong relationships with a range of stakeholders and cover a wide range of topics, while effectively managing reputational risk.
This is a senior role where it will be key that you can champion and embed Te Ao Māori in how your team approaches its work.
