Te Tūāpapa Kura Kāinga - The Ministry of Housing and Urban Development (HUD) leads Aotearoa - New Zealand's housing and urban development work programme.
Mō te tūnga | About the role
You will join HUD at an exciting time when there is an opportunity, through your leadership, to help shape and drive change to deliver better housing outcomes for New Zealanders. We work on high-profile issues that impact all New Zealanders and require us to take a view across the housing system.
As a leader you will translate organisational priorities into activity for delivery, leading and managing your specific area of work. You will actively support the collective leadership of the organisation and contribute to developing solutions through the provision of high-quality policy and legislative analysis and advice. You will lead the design of policy, legislative and regulatory interventions for the housing and urban system and support its effective implementation and administration. You will also take the lead in providing advice on and supporting the implementation of complex urban development projects e.g. Large Scale Projects. You will champion working in a joined-up and integrated way and focus on what matters.
You will be committed to strengthening the Māori-Crown relationship through Te Tiriti o Waitaingi. Ideally you will bring a high level of competency in Māori values, practice and perspective to your work, and a commitment to growing your knowledge of ao Māori, te reo me ōna tikanga, while supporting others to do the same.
The role will give you the opportunity to engage with a variety of stakeholders both internally and externally and ensure people-centred design methodologies are developed and adopted – where the people and communities we are trying to help the most are front-and-centre in the design of our interventions.
A wide variety of work is undertaken across the Policy and Legislation Design teams within the Solutions Design and Implementation group. This ranges from policy on first home products, public housing and rental markets through to work on legislative and regulatory tools to help overcome barriers to high quality urban development and housing supply. This role will lead a team currently focused on supporting decision making/ investment decisions on complex urban development projects and associated implementation.

You will be an experienced policy leader, implementing policy intent or have been involved in providing complex advice and guidance to senior leadership or Ministers. You will have a comprehensive understanding of operating in a government context and an environment where being flexible, adaptable and agile is key. You'll be a strategic and critical thinker with solid judgement and the nous to see policy issues and opportunities in the wider context and how they will be applied.
You will lead a team that can appreciate, anticipate and reflect different perspectives and needs in the development of advice and in supporting implementation. Your proven relationship building and communication skills will enable you to proactively form strong connections with a variety of stakeholders. You will bring leadership experience and be able to see things through to completion. Previous experience working in the broader housing system would be of benefit.
