The Regulatory group ensures focused, clear, effective end to end regulatory systems management of risks and improved safety and regulatory outcomes by creating a primary accountability for regulatory management. The group is accountable for operational policy, entry, in-service performance, and exit functions to manage harms and risk. The group ensures the setting of clear and consistent expectations in terms of policy, practices, procedures and processes so that customers and regulated parties know what is expected of them and what to expect from us. 

The role

In this role you will be instrumental in ensuring that heavy vehicle specialist certifiers around New Zealand are consistently applying best practice to keep heavy vehicles compliant and safe. 

This will involve auditing, mentoring and monitoring heavy vehicle specialist certifiers' processing of complex technical issues to ensure compliance with relevant rules, standards and guidelines.

Safety is at the forefront of everything we do.  You will participate in technical forums and engage with internal and external stakeholders to identify risks, trends and opportunities and work closely with inspecting organisations and inspectors to review the performance of heavy vehicle certifiers.

We are looking for your expertise in engineering and/or heavy vehicle certification so that you can ensure effective regulation across the industry.

What you will bring

To be successful in this role, you will bring:

  • A high degree of applied knowledge and practical skills involving the understanding and application of advanced practices and procedures of heavy vehicle design and fabrication 
  • Demonstrated experience in interpreting, understanding requirements or regulations, identifying risk and applying sound judgment
  • Track record in building and sustaining working relationships within the transport and vehicles sector
  • Experience in inspecting, auditing and communicating is desirable, with the ability to develop workable solutions and analyse complex engineering problems
  • Experience working with and applying industry standards and upholding legislation 
  • Ability to comprehend and apply knowledge of accepted principles which underpin widely applied good practice for professional engineering
  • Identifying, assessing and managing engineering risk
  • Demonstrated technical writing ability using plain language
  • Demonstrated commitment to 20 hours per year of Continuous Professional Development (CPD)  



  • A tertiary qualification in mechanical engineering is required
  • A relevant university degree, or
  • New Zealand Certificate in Engineering, or
  • NZ Diploma in Mechanical Engineering, or
  • Other relevant tertiary qualification and 5 years minimum of applied experience
