Senior Advisor Systemic Improvement Monitoring and Resolution

The Chief Ombudsman considers that there should be a focus on significant issues and systemic concerns in order to contribute to overall improvement in standards of administrative conduct within the public sector. In addition, Parliament has tasked the Office with an enhanced oversight function in the children in care sector.

The Systemic Improvement Monitoring and Resolution (SIMR) team develops and maintains robust systems which identify systemic improvement opportunities, assesses options for intervention, and seeks early resolution where possible.

Reporting to the Principal Advisor, the Senior Advisor will need to operate at a high level, identifying opportunities for change in the children in care sector and across the public sector by collecting and analysing information from a wide range of data sources using qualitative and quantitative research and analysis methods. You will work directly with senior managers at agencies, providing assessments on systemic issues and making recommendations to achieve early resolution. You will need to have excellent communication skills to create and maintain positive and co-operative working relationships both externally and internally, ensuring that relevant teams across the Office are advised and consulted.  

What you will bring:

  • A relevant tertiary qualification;
  • Demonstrated understanding of current New Zealand public sector practice, the context in which public sector agencies operate and the challenges they face;
  • Sound knowledge of the children in care sector;
  • Solid experience in a monitoring, investigative, arbitration and/or mediation environment;
  • Proven experience in undertaking research, monitoring and analysis of large volumes of wide-ranging data sources to identify potential trends, issues or key concerns;
  • Excellent interpersonal, influencing and relationship management skills for building and maintaining strong working relationships with a range of stakeholders;
  • Experience of undertaking proactive monitoring and analysis, in-depth resolution with stakeholders and other interventions; and
  • Demonstrated problem solving skills at a senior level.

Depending on skills and experience, the salary is expected to be $94,000 to $124,000.
