About the Role
This is a senior role where you will be accountable for managing the end-to-end analysis of business needs, systems, and processes. While you will mentor and guide a Business Analyst, your primary focus is on delivering your own substantial portfolio of high-impact projects.
You will act as the crucial conduit between national and regional PFO teams, translating complex requirements and leveraging critical data sets to inform strategy and monitor investment outcomes. Success in this role demands exceptional engagement skills—the ability to listen, solicit, and translate requirements into concrete solutions that address desired health outcomes.
Key Responsibilities and What You'll Be Doing
- Strategic Business Analysis: Lead the identification, analysis, and documentation of PFO business requirements across complex programmes and high-impact projects.
- Data & Insight Leadership: Drive the process of ensuring timely and accurate monitoring and reporting is available for national and regional teams. You will provide sophisticated modelling expertise and lead the analytical contribution to major business cases and funding proposals.
- Equity-Driven Service Design: Input into service design and development early on to ensure analytical requirements are fully informed and that health insights analysis consistently focuses on reducing health inequalities and improving Māori Health outcomes and equity.
- Solution & Process Leadership: Lead the analysis of existing processes to identify opportunities for optimisation, re-engineering, and automation. Act as a trusted advisor, translating between technical teams and business users while considering a whole-of-system approach to problem-solving.
- Culture & People: Provide mentorship and oversight to the Business Analyst, nurturing and developing their skills to ensure we maintain the right capabilities for the future.
About the Team/Service/ Location
Te Manawa Planning, Funding & Outcomes (PFO) Team is responsible for the commissioning of all funded primary, community, and mental health services across the Te Manawa Taki region.
We are seeking an experienced Senior Business Analyst to join Te Manawa Taki's PFO System Planning, Design & Improvement team to lead a full portfolio of critical work. This role is central to enabling our commissioning teams to make informed, strategic, and data-driven decisions that respond to the health needs of our communities, with a vital focus on achieving health equity.

We're seeking a highly motivated and experienced Business Analyst eager to lead transformative change and make a real impact on health equity across the Te Manawa Taki region. - Significant Analytical Depth: Proven, significant experience in scoping, extracting, analysing, forecasting, and presenting health or health investment insights at a senior level.
- Technical Mastery: Strong knowledge and practical experience applying quantitative statistical methods and tools. High proficiency in Business Intelligence Visualisation Tools (e.g., Power BI, SQL, Excel).
- Communication & Influence: Excellent stakeholder management, facilitation, and negotiation skills, with a proven ability to write comprehensive business requirements and technical specifications.
- Leadership & Mentorship: Demonstrated experience in providing mentorship and oversight of analysts across a team.
- Sector Knowledge: Experience in the healthcare, public sector, or commissioning environments, with a strong understanding of data governance, business intelligence, or health informatics.
- Equity Focus: A deep, professional commitment to improving health outcomes and the ability to translate analytical results into a compelling narrative with a strong pre-equity focus.
