About the Role
Your work will directly support the analysis of business needs, systems, and processes, delivering high-quality solutions that support our strategic goals and operational efficiency. A core focus of the role is to listen, engage, and solicit requirements to address health needs and desired health outcomes, with a strong emphasis on achieving health equity across population groups.
You must be based in one of the five locations within Health New Zealand's Te Manawa Taki region.
Key Responsibilities and What You'll Be Doing
- Business Analysis & Requirements: Lead the identification and documentation of complex PFO business requirements, translating them into clear functional and non-functional specifications.
- Data & Insight Conduit: Serve as the critical link between national and regional PFO teams, accessing and interpreting key data sets to provide timely, accurate monitoring and reporting.
- Strategic Reporting: Manage various reporting expectations, developing data models, dashboards, and repeatable analytical tools to enhance decision-making and monitor investment performance.
- Equity-Focused Design: Input into service design and development early in the process to ensure analytical requirements are met, and to guarantee new systems of care are equitable, efficient, and address Māori and Pacific health outcomes.
- Solution Delivery: Collaborate across the system, acting as a trusted advisor who translates technical information for business users, ensuring solutions achieve overall system benefit.
- Insight & Modelling: Provide modelling expertise and actively contribute to the development of robust business cases and funding proposals.
About the Team/Service/ Location
The PFO team is responsible for the commissioning of all funded NGO services across the Te Manawa Taki region, which spans Taranaki, Waikato, Lakes, Bay of Plenty, and Tairāwhiti.

About you
Do you have a passion for data and a commitment to health equity? Do you excel at translating complex business needs into actionable solutions?
You are a collaborative team player with exceptional communication skills and a deep commitment to improving health outcomes. You might be a recent graduate or have held some developing business analyst roles over the last few years.
- Analytical Skills: Experience in scoping, collecting/extracting, analysing, forecasting, and presenting health or health investment insights.
- Statistical Expertise: Knowledge and experience applying quantitative statistical methods, frameworks, tools, and techniques to deliver high-quality insights.
- Technical Proficiency: Experience using Business Intelligence Visualisation Tools such as Power BI, SQL, and Excel.
- Storytelling with Data: Ability to translate complex analytical results and findings into a compelling narrative with a strong pre-equity focus.
- Stakeholder Management: Excellent facilitation, negotiation, and stakeholder engagement skills, with experience gathering requirements across complex programmes.
- Commitment to Equity: A strong, demonstrable commitment to improving health outcomes, reducing health inequalities, and promoting equitable access to care for all New Zealanders.
