Mō te tūnga | About the role

Our People & Capability team covers a wide range of functions, focused on supporting our people to keep our communities safe and change lives. We have recently implemented a renewed and enabling structure across the People team, and we are ready to recruit YOU to support in delivering our organisational strategy – Hōkai Rangi.

As our Director of People Capability, you will be responsible for implementing our strategic approach to people capability enhancement, enabling our leaders to contribute to an aligned and evolutionary view of human capability development which is progressive and sustainable. Our approach focuses on three key areas of capability – attributes, skills, and environment.

Some of the role accountabilities include:

  • Being our expert in people capability and how to align and enhance current initiatives to an individual, and then network/national, approach.
  • Partnering with leaders in people and capability, practice, and health, and across our regions, to deliver a national approach to people capability enhancement.
  • Oversee the developing and implementing of a change and coaching approach to uplift the capability of leaders to delivery capability.
  • Guide organisational leaders to focus on human capability uplifts within initiatives and broader outcome plans.
  • Oversee the developing and delivery of a people capability implementation model that maximises outcomes and limits the number of initiatives.
  • Cultivate a cohesive and high performing work culture within the People Capability team and assist other leaders in doing so by exercising influence and inspiration.
  • Lead the People Capability team to ensure team members are supported well and are developing in their roles.
  • Proactively identify emerging trends to inform the development of fit for purpose people capability services and products.

To be successful in this role you will ideally have:

  • Extensive experience in the design, development, and implementation of People Capability strategies, interventions, policies, and practices.
  • Change leadership.
  • Experience in learning and development.
  • Previous people leadership experience.
  • Ability to translate strategic plans into operational activities.
  • Demonstrated leadership, coaching, and mentoring of others.
  • An understanding (or an openness to developing an understanding) of the Treaty of Waitangi/Te Tiriti o Waitangi and its application to the work of government departments.
  • Strong level of cultural capability and awareness, able to work effectively with diverse groups of people.
  • Using technology as a key enabler for people capability.


Some travel will be required from time to time.

The full salary band for this position is $151,619 - $214,050 per annum. Appointment and remuneration will reflect skills and experience relevant to the role.

COVID-19 vaccination requirements

All employees of Ara Poutama Aotearoa are required to be fully-vaccinated against COVID-19. As this role works within our National Office/Regional Office (to be updated according to the role) you will need to be fully-vaccinated by April 28 2022. In addition, you will be required to have had a booster vaccine within six months of receiving your second dose. Due to the ease of transmission, the Vaccination Order supports the safety and wellbeing of our people and those we work with.
