Briefings Lead - Business Services - NPHS at Te Whatu Ora, Wellington

About the Role

We have the opportunity available to join our Business Services team in the National Public Health Service as a Briefings Lead in a permanent, full-time role.

The primary purpose of the role is to lead the team which is responsible for writing briefings for Ministers and senior decision-makers on behalf of the National Public Health Service. This involves working across the organisation and with other agencies including the Public Health Agency and Ministry of Health.

About the Team/Service/ Location

The National Public Health Service (NPHS) within Health New Zealand - Te Whatu Ora, work towards Pae Ora (healthy futures) for all by engaging with the wider determinants that impact people's health, focusing on oranga/wellbeing, prevention, protection, and population-level intervention. We are connected across boundaries to deliver public health services that are nationally planned, regionally delivered and locally tailored.

About you

You will have extensive experience writing papers for Ministers and senior leaders.  You will be comfortable producing high-quality work and synthesising complex ideas into concise messages under time constraints. You will provide leadership, oversight, and direction on key pieces of work to ensure the delivery of quality advice to Ministers and senior leaders.

Skills and Experience

  • A relevant graduate and post-graduate qualification in health or policy
  • 15+ years technical experience, and 5 years management experience
  • Extensive experience writing high quality briefings, aide memoires, Cabinet papers and advice for Ministers, under time constraints
  • Extensive machinery of government experience and knowledge of government structures and processes
  • Strong written communication skills, with the ability to communicate clearly and succinctly in a variety of communication settings and styles
  • Experience in applying critical thinking and using sound judgement to develop options and provide advice, particularly in leading complex work
  • An understanding of and ability to select, adapt and use a range of frameworks, principles, tools and methods and draw on experience in different areas of expertise to apply them appropriately to given issues
  • Proven organisational skills with the ability to think ahead, use initiative, establish priorities and meet deadlines whilst preserving high levels of accuracy
