We are seeking an experienced Principal to provide senior thought leadership across user experience, service design, architecture, and digital delivery to support technology initiatives within the Planning System.
This role operates at a system level, and is focused on strategic influence, expert advice, and enabling delivery across organisational boundaries. The Principal Advisor – Digital Delivery is a trusted adviser, helping shape digital priorities, resolve complex trade‑offs, and ensuring reform initiatives translate into practical, user‑centred outcomes. It plays a critical role in developing and leading on advice to senior leadership and Ministers.
Working closely with product managers, policy teams, delivery leads, and technical specialists, the Principal Advisor – Digital Delivery helps align strategy, policy intent, and operational delivery—balancing long‑term system stewardship with the realities of delivery at pace.
You'll be accountable for:

Providing system‑level leadership across digital enablement, including user experience, delivery approaches, architectural coherence, and technology reform

Maintain a holistic view of the Planning System digital ecosystem, identifying opportunities to improve user outcomes, system efficiency, and long‑term sustainability

Act as a recognised authority and thought leader, influencing practice across teams and partner organisations without direct authority

Work alongside product managers and delivery teams to shape delivery approaches, resolve constraints, and manage trade‑offs

Provide high‑quality, trusted advice to senior leaders and Ministers on digital strategy, delivery risks, investment trade‑offs, and reform impacts

Contribute to ministerial briefings, Cabinet material, business cases, and other senior‑level advice related to digital enablement and service reform

Senior advisory experience across digital delivery, user experience, and system design in complex environments

Proven ability to provide clear, system‑wide advice that influences senior decision‑making on digital reform, service transformation, and technology‑enabled change in a complex environment

Deep technical knowledge and demonstrates an ability to use this to inform delivery direction aligned with business and programme outcomes

Demonstrated ability to balance user needs, delivery constraints, policy intent, and long‑term system outcomes

Highly developed influencing and stakeholder engagement skills across strategy, policy, and delivery domains

Ability to lead and align multidisciplinary teams through influence rather than formal authority

Excellent communication and problem‑solving skills, including the ability to translate complex issues for non‑technical audiences

Understanding of the machinery of government and Treaty obligations
Whānuitanga Utu ā-Tau | Salary range
Salary range for this role is $142000 to $173,000 pa. Appointment within this range will be based on skills and experience.
