Job Description

The core purpose of Te Puni Kōkiri, the Ministry of Māori Development, is to support Government to strengthen Treaty of Waitangi partnerships and facilitate iwi, hapū and whānau Māori to succeed at home and globally.

The newly established Investment Te Puni is responsible for the stewardship for national investment activity, including Statutory Entities and Whānau Ora commissioning. The Puni supports the regions with strategic planning, performance monitoring and reporting on investment outcomes. It also provides a centre of excellence for initiative design and the delivery of services to whānau and Māori business.

Te Puni Kōkiri is seeking to appoint to a number of new Principal Advisor, Senior Advisor, Advisor and Administration roles in the Investment Te Puni in a phased approach over the coming months. These roles are across all portfolios in the new Puni, namely:
• Office of the Deputy Chief Executive Investment
• Statutory Entities
• Whānau ora
• Māori Growth
• Investment Planning & Performance
• Operational Policy & Design

Te Puni Kōkiri is seeking to appoint Principal Advisors (2) and Advisors (2) to the Māori Growth portfolio.

Principal Advisor (2)
Purpose & role
The Principal Advisors key purpose is to support the Lead by providing high level strategic, technical and analytical leadership on complex issues where the development of new frameworks, approaches and operational policy may be needed.
One Principal Advisor will have a specific focus on maintaining and improving the Māori Housing network delivery and the other will have a specific focus on developing the strategy for investment to support Māori business growth.

To be successful in the role you will:
• have a thorough understanding of the strategic context in which the Ministry operates
• have an understanding of the priorities and perspectives of Ministers, partner agencies and key external stakeholders
• be fully aware of the Ministry’s political, external and historical drivers
• understand the ways in which day to day work contributes towards meeting high level objectives and provide leadership to other Te Puni staff.
The Principal Advisor will need to work flexibly and collaboratively with other Principal Advisors and teams.

Advisor (2)
Purpose & role
The Māori Growth Advisor role will support the delivery of investment funds including Māori Housing, Whenua Māori, Māori Potential, Cadetships, Māori Business Facilitation, Moving the Māori Nation. The Advisor will also support stakeholder relationships and be expected to work collaboratively and flexibly as the need arises.

To be successful in this role you will:
• be comfortable working in a tikanga/kaupapa Māori environment
• be able to provide high quality advice and recommendations
• demonstrate effective use of project management disciplines to support work
• have an understanding of the government, the public service and public sector processes
• have an understanding of the relevance of the Treaty of Waitangi to the work being undertaken
• demonstrate excellent communication skills
• be capable of identifying risk

Te Puni Kōkiri is seeking to appoint an Administrator (reporting to the Whānau Ora Lead but working across Whānau Ora, Māori Growth and Statutory Entities)

Administrator
Purpose & role
The Administrator reports to the Whānau Ora Lead but also provides services to the Statutory Entities and Māori Growth Leads. The Administrator will work collaboratively and flexibly to deliver business administration services for the teams that deliver investment planning, investment decision-making support, negotiation for major contracts, performance framework design, performance management and impact analysis.

To be successful in the role you will:
• demonstrate administrative support experience
• be adept at prioritizing the competing needs of managers
• have a high level of proficiency with Microsoft packages especially Outlook, Word, Excel and Power point
• have sound keyboard skills
• have well developed communication skills, both oral and written
• be self-motivated and be able to work as part of a team
• have a sound understanding of the accounting cycle and the role that accurate and timely financial processing plays on this
• have an understanding of the machinery of government.

Te Puni Kōkiri is seeking to appoint Senior Advisors (2) in the Statutory Entities and the Operational Policy & Design portfolio teams.

Senior Advisor- Statutory Entities
Purpose & role
The purpose of the Senior Advisor Statutory Entities role is as the key point of contact for Statutory Entities and work with them to monitor performance and develop strategies for delivering results for Māori from investment in these significant areas.

To be successful in the role you will:
• champion the effective use of planning and project management disciplines
• demonstrate excellent communication skills
• have strong critical reasoning
• have a strong understanding of the machinery of government and in particular the role and purpose of the Statutory Entities which are mostly in Te Reo Māori sector
• have strong relationship management skills and experience
• have public sector contracting experience and an understanding of the business sector
• be comfortable working in a tikanga/kaupapa Māori environment,
• a conversational level of Te Reo Māori is highly desirable.

Senior Advisor- Operational Policy & Design
Purpose & role
The key purpose of the Operational Policy & Design Senior Advisor is to lead the design of the new Te Puni Kōkiri led initiatives and funds and to support continuous improvement of our existing initiatives. The team provides services in operational policy design, process and system guidance, guidance and support tools, and initiative and service design.

To be successful in the role you will:
• demonstrate an understanding of and experience in the policy and delivery cycle in government
• champion effective use of planning and project management disciplines
• demonstrate excellent written and verbal communication skills underpinned by strong analysis
• have demonstrable experience of providing analysis and advice to Ministers
• have an understanding of Government and the Public Service
• have strong relationship management skills
• be comfortable working in a tikanga/kaupapa Māori environment
