Senior Inspector OPCAT and Inspector OPCAT (Wellington Based)

We are expanding our inspections team and are looking for people to help us ensure people in detention are treated fairly and humanely.

The NZ Ombudsmen are designated to carry out National Preventive Mechanism (NPM) responsibilities under the United Nations Optional Protocol to the Convention Against Torture (OPCAT). These responsibilities are to inspect and monitor the treatment of people in health and disability places of detention, prisons, immigration detention facilities, child care and protection residences and youth justice residences.

The Chief Ombudsman is looking for 5 new permanent inspectors from diverse backgrounds with complementary knowledge, skills and experience, to join our OPCAT team.

Reporting to the Manager OPCAT, you'll carry out inspections and monitor the treatment of people in places of detention, provide advice and guidance and prepare reports and recommendations. To complement our current skills mix, we're looking for people with a relevant tertiary qualification and experience in a medical (such as nursing, psychology, drug and alcohol), social work, education, cultural or legal field.

The ideal candidate will have experience in visiting or working at a senior level in a place of detention, such as a mental health or other health or disability unit or prison facility, and will have a real-life understanding of what is required to ensure fair and humane treatment of people in a detention facility.

You'll be travelling across New Zealand with the team on a regular basis, sometimes for up to two weeks at a time. So team fit, being able to get along with people from all different walks of life, and being a team player is vital in this role.

You'll be required to write up your findings and recommendations following visits and inspections – this is where the team has an opportunity to make a real difference and contribute to achieving impactful outcomes for people in detention. So it's vital that your analytical and written communication skills are second to none.

The Senior Inspector OPCAT will contribute to the team at a more senior level, including assisting the Manager OPCAT and strategic advisors with developing best practice, working on more complex/high risk inspections, contributing to planning and arranging visits and inspections, stakeholder engagement activities, coaching and mentoring of inspections staff, and quality assurance.

All shortlisted applicants will be required to complete a writing test as part of the selection process and the successful appointee will have a legal entitlement to work in New Zealand and may be required to achieve and maintain a NZ government (NZSIS) security clearance and complete a police check.

Depending on skills and experience, the salary for these positions will likely range between:

  • Senior Inspector OPCAT - $85,682 and $128,522
  • Inspector OPCAT - $72,223 and $108,335
