The Tertiary Education Commission's (TEC) mission is to ensure that all New Zealanders are equipped with the knowledge and skills they need for life long achievement. TEC invests $3.2 billion annually in the tertiary education system. With the integration of Careers New Zealand in July 2017, and an ambitious strategy to regenerate the sector, TEC is reorganising its entire organisation to meet these challenges. This new position follows a strategic and functional realignment of the Commission to support its focus on New Zealand's future success.

 

Reporting to the new role of Deputy Chief Executive Strategy & Design, this role is responsible for taking the longer-term strategies and evaluations from the Strategy & Evaluation team and turning them into implementable activities. They also receive the shorter-term activity requests, such as budget agreements and ministerial priorities, and arrange for their implementation. All product and service design, whether for the investment or careers components of the business is carried out by this team.

 

The teams that make up the new Strategy & Design directorate have not been formed yet. You will work closely with the DCE Strategy & Design and peer group managers to create a strategy, work plan, directorate structure, role definitions, work systems and processes, and an implementation plan to create the new Strategy & Design Directorate. This will also involve working closely with counterparts in the new Delivery directorate which will be set up at the same time.

 

The ideal candidate will have:

  • Experience taking strategy and policy intent and turning it into a successful, implementable plans
  • Design thinking and a thorough understanding of methodologies and practices that enable the development, specification and commissioning of products and services 
  • Big picture thinking
  • Comfort with ambiguity and a willingness to model and embrace change and new ways of working.
