Regional Emergency Management Advisor/Senior  

The Ministry of Civil Defence & Emergency Management (MCDEM) is a business unit of the Department of the Prime Minister and Cabinet. It provides leadership in reducing risk, being ready for, responding to and recovering from emergencies.

The MCDEM Development Unit is responsible for engagement and liaison with Civil Defence Emergency Management (CDEM) Groups, local authorities, emergency services and lifeline utilities on their statutory responsibility for delivering all aspects of CDEM to their communities. The unit is responsible for assisting CDEM Groups to implement national guidance and plans in the region, monitor and report CDEM Group performance and development including implementing the evaluation process, assisting CDEM Groups to enhance capability development and managing the resilience fund process.

As Regional Emergency Management Advisor, you will be responsible for:

  • Maintaining a close working relationship between MCDEM and CDEM Groups, local authorities and responsible agencies, particularly in the South Island.
  • Implementing MCDEMs work programme in relation to the CDEM Group(s) you work with
  • Participating in specific projects or programmes on an as required basis
  • Supporting other members of the unit and MCDEM
  • Responding during emergencies to support the CDEM Group(s) affected by the emergency, the National Controller and National Recovery Manager
  • Participating in the duty roster

You will need to be:

  • Experienced within the emergency management practice or a related field
  • Well-organised and plan systematically
  • An excellent communicator, with good report writing and presentation skills
  • Politically savvy
  • Able to demonstrate good project management skills
  • An analytical thinker, with have strong problem solving skills
  • Able to develop, foster and maintain strong relationships at a range of levels
  • Able to self-manage, self-initiate and self-start
  • A holder of a full NZ car drivers licence
  • Willing to travel on a regular basis
  • Prepared to deploy to emergencies at short notice anywhere in New Zealand and to operate in complex, austere and challenging environments for extended periods of time

This opportunity is available for a 12 month period either under contract or as a secondment based in Christchurch.

Please note that due to the security requirements of this role applicants must be a New Zealand citizens or have held New Zealand Permanent Residence or hold a current New Zealand Residency Class Visa and have been a citizen of the UK, USA, Canada or Australia for at least 10 years. A vehicle with full private use will be made available to the successful candidate.
