About the branch

The Energy and Resource Markets Branch (ERM) provides policy and regulatory advice on energy markets, strategic advice, operational regulation, compliance services and external sector leadership to ensure that New Zealand's oil, gas, mineral and coal resources are effectively managed.

 

About the role

We are looking for an experienced Compliance manager to lead the newly established Compliance team in the Energy and Resource Markets Branch. As one of the five operational Managers in the branch, you will lead a dedicated compliance team of up to 10 staff including investigators, compliance officers and auditors.  The role is responsible for building and leading compliance functions in relation to the Energy & Resources portfolio to generate the greatest possible value for New Zealand.  The portfolio includes a range of external compliance activities from education through to enforcement in relation to Mineral and Petroleum development in New Zealand primarily under the Crown Minerals Act 1991 and other similar legislation governing the mining and petroleum (oil & gas) sectors. You will work with other agencies and sector stakeholders to identify emerging issues and design a programme of compliance interventions to achieve the outcomes of the branch regulatory strategy and manage areas of key risk.

The National Manager Compliance is a member of the branch leadership team. You will work collaboratively with other managers and principal advisors to bring about more flexible use of our staff across team boundaries to align our staffing with our change work priorities.

 

Skills and Experience

  • In-depth knowledge of regulatory management best practice
  • In-depth knowledge and experience of best practice principles for effective regulation, compliance and enforcement
  • A proven track record in leading a operational compliance teams to achieve strategic outcomes by delivering large work programmes, balancing day to day operational demands with strategic and short-term project needs
  • Demonstrates ability to influence policy makers and opinion leaders
  • A strategic outlook with the intellectual capability to analyse large, complex issues and readily grasp and synthesise the ideas, analysis, and advice produced by others
  • Excellent change leadership, communication, and coaching skills to embed a culture of excellence in the unit
  • An excellent understanding of organisational and management theory and practice, and applied understanding of resource and change management
  • Credible, respected relationships with diverse stakeholders and well-developed networks amongst the regulatory community
  • An understanding of government structures, processes, planning, and reporting requirements

 

Must have the legal right to live and work in New Zealand

Must consent to and satisfactorily complete a credit check as the role holds financial delegations
