Job Description

Do you have a background in governance or institutional development at a ‘systems level'? Do you have a passion for working in international development, particularly in the Pacific?

The New Zealand Ministry of Foreign Affairs and Trade (MFAT) is looking for a Development Manager with deep experience in governance issues, ideally in the Pacific context. This role will be in situated in the Governance and Economics Unit, which sits within the Sustainable Development Sector and Thematic Division, in the Pacific and Development Group.

You will join the team that is responsible for leading on some of the most exciting and topical development issues in the Pacific. With governance being highlighted as a critical component of the ‘Pacific Reset', we are re-shaping our work in this area. We are looking for an enthusiastic team-player to bolster our governance expertise, lead strategic initiatives across the Pacific and Development Group, and deliver an innovative portfolio of development assistance across critical governance issues.

You will work closely with a wide range of partners and stakeholders, including other members of the Governance and Economics Unit, teams from across the Pacific and Development Group and other MFAT Groups, partners in other New Zealand agencies, partner governments in the Pacific, and expert institutions in the Pacific and globally.

The ideal candidate for this role will be a motivated professional who:

  • is trained at the tertiary level (with a relevant post-graduate qualification);
  • has relevant professional experience, with a preference for candidates with experience in or in relation to developing countries, and particularly the Pacific context;
  • demonstrates a sound knowledge of the international development landscape;
  • demonstrates deep knowledge of best practices in relation to governance issues such as building democratic institutions, transparency, and anti-corruption;
  • understands how to make change happen in difficult contexts and multi-country country contexts;
  • has excellent policy analysis, written and oral communication and relationship management skills; and
  • is a strategic thinker, has the ability to influence decision-makers and to represent the Ministry and New Zealand at the international level.

This is a Wellington-based, permanent role. Some off-shore travel will be required. This role forms part of MFAT's rotational cadre of Development Managers; for those interested, in the longer-term, there will be opportunities to apply to move to other parts of MFAT or for a posting off-shore.
