Job Description

The New Zealand Customs Service (Customs) is responsible for facilitating the legitimate movement of people and goods across the border, supporting trade, managing border risks and collecting customs and excise revenue on behalf of the Crown.

An exciting permanent opportunity exists for an experienced Policy Analyst or Senior Policy Analyst to join our talented team. Working in the Customs Policy Group you will have the opportunity to work in a dynamic operating environment on a variety of strategic and operational policy issues.  Our work streams range from consideration of new and emerging trade and revenue issues to law enforcement issues to engagement with international bodies.

We're particularly interested in hearing from people with a range of Trade/International/Customs/Legal and Economics experience.  You will need to demonstrate strategic thinking, good communication skills, a solid understanding of the machinery of government, and the ability to work well in a team.

This position will require some rapid up-skilling in quite detailed and complex areas (Tariff/Rules of Origin, Customs procedures). The successful candidate will be involved in the negotiation, implementation and interpretation of international legal documents and agreements. The Trade Policy team works closely with other New Zealand, overseas agencies and the private sector to grow and maintain market access for New Zealand businesses and provide strategic advice for Customs on trade issues.

Specific tasks undertaken by the Trade team include:

  • Leading strategic advice for Customs on trade policy. Including participation in interdepartmental trade related forums such as the Business Growth Agenda (BGA) meetings, and representing Customs in international trade forums.
  • Leading Customs Free Trade Agreement [FTA] work, including negotiation and implementation of the Customs procedures and Rules of Origin Chapters.
  • Leading Customs work on FTA up-take - providing outreach to business with others in Customs and NZ Inc., so that New Zealand exporters take full advantage of Customs provisions in FTAs.
  • Resolving FTA-related issues, in collaboration with other work areas including Trade Assurance, VOC, Service Delivery and Legal Services.
  • Leading Policy work on Rules of Origin and Customs tariff.
  • Coordinating work relating to Trade Remedies (anti-dumping, countervailing and safeguards).

This role is likely involve some overseas travel.

Applicants are required to be Permanent Residents or Citizens of New Zealand with 5 years checkable history.  The successful applicant will be required to undergo a drug test and obtain Customs Security Clearance, (Confidential level).
