National Manager Adoption Service

 

Permanent, Full-Time

Location: Dependant on the location of the successful applicant

 

Oranga Tamariki—Ministry for Children is dedicated to supporting any child in New Zealand whose wellbeing is at significant risk of harm now, or in the future.  We work with young people who may have offended, or are likely to offend.   We also provide services to birth mothers, adopted people, adoptive applicants and children who are in need of an adoption.  We are responsible for supporting Oranga Tamariki to provide safe stable loving homes for tamariki.   We embrace the principles of mana tamaiti, whakapapa and whāanaungatanga.  Our belief is that in the right environment, with the right people surrounding and nurturing them, any child can, and should flourish. 

 

The purpose of this role is to support the General Manager Care Support in achieving key accountabilities by leading the National Adoption Service.  You will build and lead a high performing adoption team which will work closely with others to deliver high quality adoption services; ensure service delivery and practice are enhanced; and risks are monitored, assessed and managed effectively.  You will need to establish and implement nationally agreed processes and systems to enable full and effective delivery of services by the team.

 

You will be required to ensure policy and practice guidance is developed, updated and available to staff.  You will be required to manage and monitor the team's financial, staffing and asset resources to maximise performance.  This role will work closely with the Manager International Casework.

The skills and attributes we look for include:

•        a tertiary qualification in Social Work or another relevant field or equivalent experience is required

•        in depth working knowledge and experience of the Adoption Act 1955, Adult Adoption Information Act 1985, the Adoption (Intercountry) Act 1997, the Oranga Tamariki Act 1989, the Care of Children Act 2004 and other legislation underpinning Oranga Tamariki activity

•        experience in leading high performing teams and managing service delivery operations within a social work service or comparable organisation

•        experience in business planning, financial management, resource allocation and performance monitoring processes

•        the ability to manage remotely located staff

•        the ability to initiate and develop effective working relationships

•        excellent written and verbal presentation skills

•        understanding and appreciation of cross cultural issues and concerns, in particular, knowledge of tikanga Māori, and Pacific peoples' culture

•        the ability to navigate a fluid environment, work with ambiguity, and deliver high quality outcomes to deadlines and budgets

•        a clean, current driver's licence is essential and a willingness to drive the Ministry's vehicles and undertake some travel.
