Job Description


The Treasury, along with DPMC, has a role in advising Ministers on the Crown's interests in Christchurch, and in particular the relationship between the Crown and Christchurch, following the 2010 and 2011 earthquakes.  Our goal is to provide high-quality advice that will assist Ministers in making the best choices for Christchurch, while taking into account the Government's broader goals.  We have an opportunity for an Analyst/Senior Analyst to work with us, on a fixed-term basis until the end of June 2019.

This position offers the opportunity to be part of a small team working closely with public-sector colleagues and with Ōtākaro Limited (Ōtākaro), a Crown-owned company responsible for delivering many of the major capital projects in Christchurch. 

You'll help us:

  • Work across agencies and the Treasury to understand the Crown's interests in Christchurch and the relationship between the Crown and Christchurch
  • Model the fiscal and other impacts of the existing and any changed interests/relationship
  • Provide advice on negotiations between the Crown and Christchurch
  • Monitor Ōtākaro's performance against objectives and financial position and manage the relationship between Ōtākaro, The Treasury, and Ministers
  • Provide advice on the opportunities, challenges, and risks facing Ōtākaro and the Crown
  • Engage with Ōtākaro on its strategy and performance


Because of the size of the team, you can expect to be playing a key part in the work.

What we're looking for:

This role is broad, and we are open to candidates with a wide variety of experience.  Experience in public policy is critical -  so if you have had exposure to, and success in, complex policy areas, and you understand how to use your communication, relationship and analytical skills to get traction on complex policy challenges, then we would like to hear from you.   

We are looking for candidates with:

  • Excellent written, presentation, and oral communication skills
  • Strong interpersonal and relationship skills
  • An ability to work constructively in a team environment and lead work pieces
  • Analytical curiosity and financial skills/interest
  • A relevant tertiary qualification


For appointment at the senior level, candidates will already have a significant breadth and depth of at least five years' analytical experience.  Analyst candidates should have a minimum of 2-3 years' experience. Familiarity with Crown accounting/budget processes and/or entity monitoring would also be helpful, but is not essential.
