Job Description

The New Zealand Customs Service, promoting leadership and excellence in border management, is seeking an inspirational leader to help us protect and promote New Zealand through world-class border management. We are now welcoming applications for a Policy Manager to join the diverse Policy Group.

The Policy Manager provides intellectual leadership, strategic direction and focus and people management to a policy team responsible for a designated set of policy issues.  They will oversee the development of initiatives and strategies to progress the Government's Customs objectives and to ensure Customs legislation, policies, and practices, are consistent with governmental objectives.

You will be appointed to lead our International Engagement team, with responsibility for implementing our International Strategy and delivering our Pacific Programme. The successful appointee will also be expected to pick up management responsibilities for other work across the Policy Group. The Policy Manager role is rotational within the Policy Group.

A key dimension of this Policy Manager role is being a full member of the Policy Group Management Team, responsible for the overall health, performance and organisational development of the Policy Group as a whole, as well as the performance of a specific policy team.

We are looking for an experienced leader with a strong policy background who has: 

  • Extensive experience in leading policy development at a senior level, and able to confidently operate with senior executives and Ministers
  • Strong people leadership skills and experience in people leadership and change management
  • Strong problem solving and decision-making capability
  • Comprehensive understanding of the government legislation and policy process within Government
  • Excellent interpersonal and communication skills
  • Knowledge of the conventions, structure and functions of Government.
