Job Description

The Treasury is the New Zealand Government's lead economic and financial advisor. Our vision is to be a world-leading Treasury working towards higher living standards for New Zealanders.

We have an opportunity for an Analyst and Senior Analyst to join the Welfare and Oranga Tamariki Team. You'll be joining a supportive and enthusiastic team that leads the Treasury's advice on the social welfare and children's wellbeing systems. 

Our Team

We are a team of 9 and our key areas of focus include:

  • Child poverty and the work of the child wellbeing unit.
  • The welfare system including the work of the Welfare Expert Advisory Group, which is considering how the welfare system can be improved.
  • Oranga Tamariki: significant work is underway to build a world-leading child and youth protection system. We are working closely with Oranga Tamarki on this transformation, and our role includes providing advice to the Minister of Finance ahead of key decisions and taking a system wide perspective.
  • Ministry of Social Development: expenditure totals around $23bn per year and the Treasury's focus includes ensuring that expenditure and strategy are supporting wellbeing outcomes.


The Role

Whilst the exact split of responsibilities will depend on the successful candidates, the roles are broadly envisaged to be split as follows:

Senior Analyst:

You will have responsibility to update our welfare advice and lead the Treasury's engagement with the outcome of the Welfare Expert Advisory Group next year. Key issues that we are interested in include the overall design of welfare payment/transfer settings; work incentives; understanding the impact of current policy settings on population groups; considerations around income adequacy; and advising on the relative importance of changes to various components of the welfare system. The Welfare Expert Advisory Group are considering a number of other issues including the purpose and principles of the Social Security Act and interface issues with housing and education and training.

You will also have opportunity to contribute to some of the team's wider work.


You will have responsibility for leading the Treasury's engagement on Child Poverty and Child Wellbeing, significant Government priorities. The Treasury is not leading policy work in these areas, but is needing to engage closely across government as this work develops and as part of the Budget process. This is a complex policy area and involves cross government working.

About You

For the senior position you will have at least five years' experience working on complex policy problems and leading the development of policy advice to Ministers. For the Analyst position we are looking for a minimum of 2 years' experience working in a policy role.

You should have an interest in whole-of-government decision making and a desire to help the Government use it resources wisely.

You could come from a range of policy backgrounds. While some prior knowledge of the welfare system would be an advantage, it is most important that you are comfortable coming up to speed quickly with new issues and leading your own work.

  • An excellent communicator both orally and through writing to a range of audiences.
  • Able to see and communicate the big picture and are effective at distilling complex issues and analytical arguments into clear advice.
  • A critical thinker who is able to ask good questions, think through issues with analytical rigour, and see things from a range of perspectives.
  • Comfortable working at pace and are used to dealing with ambiguity.
  • Experienced at working collaboratively witth others to develop agreed solutions and ability to influence
  • Goal focused and able to build momentum behind your work to have impact.
