It is an exciting time for the Technology and Channels group as we are implementing a new ICT operating model. Due to this we have a rare opportunity for an IT Security Manager to join our Technology and Channels group either on a permanent basis or for an initial one-year fixed term contract. As IT Security Manager, you will be working closely with the Chief Technology Officer and the Chief Information Security Officer to implement effective and fit-for-purpose information security and cyber-security measures.

This Greenfields opportunity will see you establishing and maintaining a Cyber-Security practice that encompass both project and programme level change initiatives and the operational technology landscape within Oranga Tamariki.

An overview of your responsibilities:

-    Work closely with Service Portfolio Managers and projects and programmes to ensure all systems and services have appropriate cyber-security measures in place by developing, maintaining, and communicating security standards, guidelines, practices and policies.
-    Ensure the ‘security by design' principle is engrained within projects and programmes of work when developing ICT systems.
-    Engage with business stakeholders to provide expert advice and training on matters relating to IT security.
-    Continuously monitor the cyber-security landscape to ensure cyber-security measures remain current and fit for purpose. Report to the CTO, Technology and Channels management and the Oranga Tamariki leadership team on the state of cyber-security.
-    Undertake custodianship of the cyber-security risks and controls register and ensure the information is current and complete and can support good decision making, impact analysis and reporting.

Your skills and experience:

-    Significant experience as an IT Security Manager, working in large and complex organisations
-    Tertiary qualifications in a relevant discipline or equivalent experience
-    Relevant industry qualifications in IT security
-    A proven understanding of and experience in:
o    IT Security Management, NZISM, PSR, ISO 27K
o    ICT Assurance practices, including the All of Government ICT Assurance guidelines and policies
o    Cloud computing, especially modern commodity cloud environments such as AWS, Azure and Salesforce
o    Risk management practices, frameworks and standards

It's an exciting time to be part of our Technology group:

The Ministry is setting up capabilities as it embarks on a transformation programme to achieve its goals. Technology and Channels is responsible for the Ministry's technology strategy, systems and services.  We are implementing a new ICT operating model so that we can deliver our responsibilities more efficiently. Our ICT operating model is founded on three main principles:
-    User-centricity is paramount, with a focus on the front-line and the wider sector.
-    We will be ‘cloud-first' and asset-light, choosing to buy as-a-service offerings from third party suppliers, rather than own technology assets.
-    Our systems and processes will be agile and enabling, to deliver changes faster, reduce complexity and simplify system interactions.
