Job Description

Senior Policy Analyst - Oranga Tamariki

Date: 13-Jun-2019

Location: Wellington, NZ

Company: Oranga Tamariki

About us:

Oranga Tamariki, Ministry for Children are on a journey to ensure that all tamariki are in loving whanau and communities, and we want you to go on this journey with us. Our vision is that New Zealand values the wellbeing of tamariki above all else. We believe that in the right environment, with the right people surrounding and nurturing them, any child can, and should flourish.

The Policy group are building their capability across all their current teams and are looking for three Senior Policy Analysts to join the team in order to deliver a large and ambitious work programme.  Two of these roles are permanent, and one role is for 12 months fixed term.

The work:
Under the current Government, the policy work of Oranga Tamariki is going in a new and exciting direction. With line of sight from the Minister to the front line services, it's critical that the work stemming from the policy group is suited to both audiences.  We take a holistic view and our work covers all elements of a child's care and wellbeing from the time they are first referred to Oranga Tamariki until they are transitioning and being supported out of care. The work the policy group does has a real and practical impact with the focus on making implementable policy.

As one in five children in New Zealand currently have some involvement with Oranga Tamariki, this work is of huge importance. As well as providing primary policy advice, the group also feeds into the policy work of many other agencies, so the opportunity to collaborate across the public sector is considerable.

About the role:
We are seeking high performing Senior Analysts with well-developed policy skills to join their growing policy team. You will work closely with our highly regarded Analytics team in order to formulate robust and evidence based policy advice.  The policy work we do intersects with multiple agencies and therefore provides excellent opportunities for Senior Policy Analysts who enjoy cross agency policy projects. Day to day you will be:

- Providing high quality policy advice and analysis
- Leading complex policy projects
- taking a leading role in relationships with external stakeholders
- Representing the Ministry at inter-departmental working groups
- Mentoring other members of the policy team

One of the Senior Analyst positions provides a development opportunity for an experienced senior analyst to be acting manager one day a week, with opportunities to lead and drive work and coach and mentor staff.  Some of the key areas include policy work on improving outcomes for tamariki māori and the Royal Commission of Inquiry into Historic Abuse in State Care and Faith Based Institutions.

Another Senior Analyst position is in a team with key areas of work related to health and disability, early intervention and working with other agencies on the Child and Youth Wellbeing Strategy and mental health related work.

The third position will be working on policy issues relating youth justice. With 17 year olds entering the Youth Justice system from 1 July, this is an exciting time to work on policy issues that both help our young people reduce re-offending and address their wellbeing needs. You may come from the Justice or social sectors, or just be someone with policy experience who is committed to improving the outcomes for young people.

All three roles have a supportive and collegial work environment with people that are committed to the work and providing the best policy advice to ensure all tamariki are in loving whānau and communities.

About you:
You will have a proven track record of leading policy projects and formatting advice in ambiguous and fluid environments. You are naturally curious and will challenge the status quo. Naturally collaborative you will enjoy working with a diverse range of stakeholders to achieve positive outcomes.  There is a significant work programme that will offer opportunities for Senior Analysts who are looking to develop their legislative or regulatory policy skills.
