Design Analyst (3 Roles) 

  • Wellington or Christchurch
  • Fixed term role to end of June 2020

The purpose of the role

The census is the official count of people in New Zealand, and the places in which they live. Census information is used by central government, councils, community groups, iwi and business to plan.

We are looking for Design Analysts to join our team to help support us as we prepare to publish and share 2018 Census data with New Zealand, and to help design the next census in its first year of development.

Your responsibilities may include:

  • leading the completion of the design and implementation of the systems and processes to be used to produce, transform and confidentialise the 2018 Census data into the formats needed for publication and release of products and services;
  • exploring options and contributing towards the design at high level (and more detailed), which feeds into a business case for funding and sets the foundation for the 2023 Census;
  • being responsible for a particular topic of interest which contributes towards the design of innovative strategies, processes, research techniques, methods, tools, standards, models and packages to support the censuses.

To be successful in these roles, you will be able to demonstrate a range of expertise across the following:

  • Experience in the end to end integration of different applications to produce data from clean unit record data, to aggregation and transformation, confidentialisation and output
  • Experience in working with social statistics (work with census data would be an advantage)
  • Advanced experience using statistical software - preferably R or SAS, including data analysis and writing functions or macros
  • Experience using large datasets
  • Experience in leading pieces of work, and coaching and mentoring others, in a face-paced, dynamic, team environment
  • Ability to communicate technical information effectively with a wide range of people, maintaining strong relationships, both internally and externally
  • Ability to apply conceptual and creative thinking skills in order to design methods, processes, or strategies
  • Solid research skills able to extract, collate and interpret relevant information (international practices, closure report recommendations, operational data, metadata etc)
  • Ability to think big picture with a future focus
  • A proven self-starter with good initiative and both the capability and willingness to adapt to new applications and processes quickly
  • Good understanding of the end-to-end census conceptual model
  • Experience resolving conceptually and technically challenging problems
  • Ability to assess and challenge the current ways we do things, finding best practice or innovative alternatives where appropriate
