About us

Funding and Programme Delivery is a key group within the new Ministry of Housing and Urban Development. We provide funding and partner initiatives to deliver more permanent public housing and affordable rental supply. We also provide fiscal and operational support to initiatives which provide transitional housing and support services for people with a housing need and support homeless people across the country.  In collaboration with our partners we lead the delivery of these initiatives tracking the programmes performance against delivery targets and contractual milestones.

About the role

As Manager Programme Advisory and Planning you have the exciting opportunity to lead and grow a team of experts to set up and deliver a programme advisory and planning service. You will take the lead in planning and budgeting across the Funding and Programme delivery group, design the implementation plan and develop the operating model we deliver to.  You will be responsible for leading the on-going evaluation of the outcomes of our funding programmes and provide regular reporting of the related financials, briefings and business cases for government and stakeholders seeking appropriate approvals for programmes.  You will work with your colleagues in Housing and Urban Settings and Placed-Based Policy and Programmes to ensure they have the most appropriate inputs to consider any on-going adjustments to policy settings and frameworks.

 You will also lead the design, execution and delivery of the Group's procurement strategy, processes, and work with Housing Supply and Housing Support and Services on evaluation of proposals

Work with Corporate (notably Legal) to ensure contractual frameworks are fit for purpose and reflective of our experiences and learnings.

About You

We are looking for a highly successful senior leader with the proven ability to attract, grow and develop a team's expertise and capability. You will have extensive experience managing relationships in a complex cross-sectoral environment taking a system-wide approach.

To be successful you will have:

  • An established record of senior leadership based on good judgement, intellectual flexibility and originality, and the capacity to think strategically.
  • Significant experience in the areas of strategic planning, investment planning, and funding. 
  • Extensive experience in developing a procurement strategy and delivery plans within complex multifaceted planning and funding environments (preferably within the social sector). 
  • Proven experience establishing and maintaining effective working relationships with government representatives, Iwi, senior commercial sector leaders, council, property developers and other partners / parties
  • Can effectively communicate complex information to large audiences and senior stakeholders. Commands attention and can manage audience participation during the presentation; can change tactics midstream when something isn't working
  • A strategic outlook with the intellectual capability to analyse large, complex issues and readily grasp and synthesise the ideas, analysis and advice produced by others.
  • Ability to quickly identify new ways of thinking about the problem or issue and possible pathways forward.
  • An understanding of government structures, processes, planning and reporting requirements.
  • Good communication skills both written and oral.
  • Proven ability to develop trust and credibility with senior managers, staff, and key external stakeholders.
  • Credible, respected relationships with diverse stakeholders and well-developed networks amongst the economic and social science research community.
