Job Description

The Reserve Bank of New Zealand – Great Team, Best Central Bank

  • Are you an experienced lawyer who enjoys high impact legislative work?
  • Newly created position – make a significant contribution to an important reform
  • Wellington-based, 2 year fixed term position or secondment opportunity

The Reserve Bank is one of New Zealand's most high profile and important economic institutions. Its legislation is about to be fundamentally overhauled and this interesting opportunity has arisen for an experienced lawyer to contribute in a significant way.

We need your legislative expertise to assist in the design, development and implementation of the new legislation that will create a modern monetary and financial policy framework. This role will provide you with an opportunity to make a positive difference to New Zealand's future financial and economic environment.

Currently the legislation is under review and the outcome is expected to be:

  • A reframed constitution for the Bank, and new objectives, functions and powers.
  • New legislation for the regulation of deposit taking entities.
  • A deposit protection scheme. Details are yet to be developed, but the Reserve Bank will be contributing to its design and the legislation governing it.

Key responsibilities of this role would include:

  • Advising and supporting the Bank in developing and assessing legislative options.
  • Working with the Treasury to refine the content of the new legislation, prepare drafting instructions and working with the Parliamentary Counsel Office (PCO).
  • Assisting in implementing the subsequent legislation.
  • Assisting the Reserve Bank legal team with its other internal legal services if time allows alongside the RBNZ Review.

This key position would suit someone who enjoys being involved in the legislative process from policy development to enactment and then implementation. You'll also enjoy building relationships and working collaboratively with the Bank's General Counsel and its policy teams, as well as policy and legal advisers at the Treasury and PCO.

We are looking for you to come on board for two years and we would be open to considering a fixed term or secondment arrangement from within or outside of government.

A copy of the position description is available here and specific questions about the role can be made to Nick McBride, General Counsel on 04 471 3917 or 021 410 551.

All applications are to be submitted online by Wednesday 21 August 2019.
