Job Description

  • Contribute to MBIE's goal of Growing New Zealand for All by strengthening New Zealand's international connections and promoting business innovation and competitiveness
  • Work across MBIE, wider government and with international partners to achieve a more competitive and efficient trading environment
  • Lead a team of dedicated, experienced policy staff, working on some of the most interesting policy issues in government

 

About the team

The work of the Trade and International team lies at the nexus of international trade strategy and domestic economic policy. The team promotes business innovation, competitiveness and trade flows through the integration of domestic and international regulation, standards and rules. This involves working closely with other parts of MBIE, the Treasury, the Ministry of Foreign Affairs and Trade, regulators across government, foreign governments and international organisations.

The Trade and International team is situated with the Science, Innovation and International Branch, itself part of the Labour, Science and Enterprise group. The Manager will be responsible for a team of sixteen people.

This is a diverse and exciting role with a wide subject matter scope, ranging from international strategy to trade negotiations and oversight of a major regulatory system.

The Manager's responsibilities include the following:

  • policy on how New Zealand's international connections can help to drive the government's objectives of an economy that is productive, sustainable and inclusive
  • coordination of MBIE's preparations for APEC 2021, to be hosted by New Zealand
  • policy on international regulatory coherence – working to reduce the impact of regulatory differences between New Zealand and other countries
  • policy on technical barriers to trade – working to reduce blockages to trade arising from technical regulations and conformity assessment procedures
  • overseeing New Zealand's trade remedies system – dealing with live investigations, ongoing litigation, and ensuring the continued effective operation of the system itself including possible primary legislation
  • supporting negotiations on the following chapters in a range of Free Trade Agreements: technical barriers to trade, regulatory cooperation, and trade remedies
  • overseeing the Trans-Tasman Mutual Recognition Arrangement on goods and registered occupations
  • policy on New Zealand's import tariffs
  • policy on the role of standards in the economy, and oversight of New Zealand's conformance and accreditation infrastructure
  • administration of the national contact point for the OECD Guidelines on Multinational Enterprises

 

Who we're looking for

We are looking for an experienced policy professional who can drive the team's exciting and challenging work programme. In particular, we value:

  • Extensive policy experience at a senior level
  • Senior management experience in a policy context
  • The ability to provide intellectual leadership across a wide range of subject matter
  • Strategic thinking, including the ability to generate new frameworks and come up with new approaches
  • Experience influencing a wide range of stakeholders, including Ministers, other senior managers and international counterparts
  • A good understanding of regulatory instruments and international agreements
  • Ability to obtain and maintain a confidential level security clearance

Prior experience of working in an international policy context would be an advantage but is not essential.

Please note that some domestic and international travel may be required.
