Senior Advisor International Casework and Adoption (Fixed Term) - Oranga Tamariki
Fixed Term contract through June 2020

 

Oranga Tamariki—Ministry for Children is dedicated to supporting any child in New Zealand whose wellbeing is at significant risk of harm now, or in the future.  We work with young people who may have offended, or are likely to offend.   We also provide services to birth mothers, adopted people, adoptive applicants and children who are in need of an adoption.  We are responsible for supporting Oranga Tamariki to provide safe stable loving homes for tamariki.   We embrace the principles of mana tamaiti, whakapapa and whānaungatanga.  Our belief is that in the right environment, with the right people surrounding and nurturing them, any child can, and should flourish.

 

The purpose of the International Casework team is to provide advice, support and oversight of casework relating to the movement of children across borders where there are concerns relating to child protection and/or adoption.  Such concerns may include immigration matters, fraudulent adoption cases, trafficking and smuggling of children and children being victims of modern-day slavery.

 

The Senior Advisor will work directly with front-line staff and other agencies both within and outside New Zealand to advise and direct casework and develop and oversee the implementation of plans for children.  The role will also include developing practice guidelines for staff and reporting on issues relating to the movement of children across borders.  This role will have a specific focus on children in the Pacific. 

 

The Senior Advisor will be involved in the Children Across Borders Working Group (CABWG), which is a cross-government initiative being led by Oranga Tamariki.  The role of this group is to develop and implement greater safeguarding measures for children crossing New Zealand borders. 

 

The Senior Advisor will also assist with advice on complex cases involving international casework.

The skills and attributes we look for include:

  • A relevant tertiary qualification in social work is mandatory
  • Current Annual Practice Certificate or evidence that you are working towards registration with the Social Work Registration Board
  • Demonstrated expertise and track record of strong child protection knowledge and practice
  • Experience of working with Pacific cultures – especially Samoan 
  • In depth working knowledge and experience of the Oranga Tamariki Act 1989 and the Adoption Act 1955
  • Experience of the Care of Children Act 2004, Adult Adoption Information Act 1985, the Adoption (Intercountry) Act 1997, and other legislation underpinning Oranga Tamariki activity
  • Social work experience including front line practice and knowledge – care and protection, international casework and adoption
  • Experience in championing quality practice and providing advice and support on complex cases
  • Experience in leading reviews of practice and advising professional staff of approach in complex cases
  • The ability to form connections and engagement to influence
  • Excellent written and verbal presentation skills
  • Understanding and appreciation of cross cultural issues and concerns, in particular, knowledge of tikanga Māori, and Pacific peoples' culture
  • The ability to navigate a fluid environment, work with ambiguity, and deliver high quality outcomes to deadlines and budgets
