Job Description

The New Zealand Customs Service protects and promotes New Zealand through excellent border management. We promote New Zealand's international trade, collect Crown revenue, and enforce the law by identifying and seizing prohibited imports and exports. We also make sure that lawful traveller's and items can move across our border as smoothly as possible.

With a new operating model for our People and Capability Group, now is an exciting time to join the team here at Customs.

As part of our new model, we're looking for a Team Leader to lead our Workplace Training team. In this new position reporting reporting directly to the Manager Learning and Organisation Development, you'll play a key role through your leadership of the team who develop and deliver efficient and effective induction and training programmes across Customs nationally. This includes the management of workplace qualifications and NZQA requirements to meet the strategic and operational needs of the Service, and the provision of expertise across training delivery to support individual business groups.

You'll provide professional leadership and expertise to a team that includes technical specialists, senior customs officers and professional trainers, using adult-learning principles to lead training design, development and delivery (including e-learning), and an understanding of these can be a key contributor to Customs' organisational effectiveness. You'll play a key role in ensuring alignment and integration with other learning and organisation development activities and interventions as appropriate. You'll also work closely with our workforce strategy and recruitment teams to ensure strong alignment across our recruitment, induction and workplace training activities to deliver to Customs needs both now and into the future.

You'll oversee the development, planning, management, delivery and evaluation of the team's activities and interventions, and support the manager with forecasting and monitoring budget, financial expenditure and resources.

To be successful in this position, you will need:

  • Demonstrated experience in training design, development and delivery including adult-learning principles, e-learning
  • Proven ability to lead a teams to successful outcomes while maintaining high-level of staff engagement; ability to inspire and motivate a team
  • Understanding of workplace qualifications and NZQA requirements
  • Tertiary qualification in a relevant discipline and/or the knowledge, skills and experience required to be successful in this position
  • Demonstrated experience working across all levels of management to design and develop training and career frameworks that align to the strategic direction of Customs
  • Ability to quickly develop a strong understanding of Customs' operational delivery and align training strategy and initiatives to enhance Customs people capability to best deliver desired outcomes
  • Sound interpersonal skills and political savvy, and the ability to build and enhance successful relationships with internal and external stakeholders
  • Ability to communicate effectively verbally and in writing to wide ranging audiences
  • Strong problem solving capability, including the ability to identify problems, manage or mitigate risks and implement innovative solutions
  • Understanding of or experience working in a government and/or equivalent operational service delivery environment
  • Ability to plan and organise own work and that of a team; managing workload and conflicting priorities as appropriate, and willing to get stuck into the work to support the team if required
  • Demonstrated commitment to service excellence through customer focus, continuous improvement and innovative approaches to issues.
