Science System Investment and Performance

The Science System Investment and Performance (SSIP) branch makes, manages, assesses and advises on scientific investments to meet New Zealand's economic, social and environmental goals.

Within the branch we are in a period of growth and the roles available are a mix of permanent and fixed term (or secondment) full time roles.

MBIE is aiming to strengthen its delivery of Vision Mātauranga, and candidates with knowledge and experience in this area are encouraged to apply for these positions.

About the roles

Investment Manager – Specialised Investments (6 month Fixed Term or Secondment Full Time)

Senior Investment Manager – Specialised Investments (6 month Fixed Term or Secondment Full Time)

Two 6 month fixed term or secondment full time roles are available, 1 Senior Investment Manager and 1 Investment Manager. As an Investment Manager or Senior Investment Manager, you will assist with the management of investment functions for specific funds - balancing effort on selection and managing investments. You will be part of a small busy team responsible for a number of diverse science investments. You will also support monitoring and evaluating the performance of investments and contribute to constructive and informed relationships across New Zealand's science system.

A significant focus for the Investment Managers will be to assist in managing the diverse range of investment that supports the Nation of Curious Minds He Whenue Hihiri I Te Mahara strategic plan. Over the next 6 months the Senior Investment Manager will also focus on supporting the implementation of a new investment process to encourage diversity in Research, Science and Innovation, including an institutional equity, diversity and inclusion capacity-building grant.

Investment Manager – Contestable Investments (Permanent Full time)

Senior Investment Manager – Contestable Investments (18 month Fixed Term or Secondment Full Time) roles

Two full time roles are available.  As an Investment Manager or Senior Investment Manager you will build knowledge and strong constructive relationships with the science, research and end user community.  You will also manage investment and contracting relationships to contribute to smart funding decisions. Furthermore you will monitor and evaluate the performance of investments and work in science topic areas across the science system.

For the Senior Investment/Investment Manager roles we are looking for someone who can demonstrate:

  • Broad knowledge of the New Zealand science system or an appreciation of the role of science in building New Zealand's future.
  • Knowledge of Vision Mātauranga's relevance to New Zealand's science system is desirable.
  • Experience in operating investment processes or making decision recommendations about funding investment.
  • Experience working in a science related role either within a research organisation, industry group, university, business or government or some prior interaction with the science system.
  • Strong thinking, planning and relationship management skills.
  • Some sector knowledge across economic, environment or social sectors is desirable.
  • Working knowledge of government processes is desirable.

Senior Investment Advisor – Service Design and Reporting (18 month Fixed Term or Secondment Full Time)

The Senior Investment Advisor uses their expertise to lead or provide advice where appropriate to strategic documents, investment plans, investment reviews and stewardship activities across the science system. The role provides leadership and expertise for the design and implementation of investment processes from pre-application through to evaluation. This role is both strategic and operational in nature.

We have three Senior Investment Advisor roles in the team. The focus of this role will be to take your expertise and apply it to the design and implementation of a new ICT system for investment management. The vendor for this system is yet to be chosen, however the investment process design changes are close to completion and once we have signed with a vendor we will be into the detailed design phase.

For the Senior Investment Advisor role we are looking for someone who can demonstrate:

  • Five years or more experience of the science and innovation system or similar investment environments.
  • Experience in service design, operational policy or research management.
  • Able to demonstrate understanding of the issues, challenges and trends in the science and innovation system.
  • Able to lead and influence others based on excellent interpersonal, teamwork, collaboration and relationship management skills.
  • Excellent written and verbal communication skills.
  • Knowledge of Vision Mātauranga's relevance to New Zealand's science system is desirable.
  • Knowledge of the machinery of government, and public sector management is desirable

 

Investment Coordinator – Investment Operations (12 month Fixed Term or Secondment Full Time)

As an Investment Coordinator you will coordinate and support the business processes across Science Investment portfolios within a dynamic environment. You will take the lead to coordinate various funding processes and mechanisms by providing professional relationship management, financial management, contract management and efficient business processes.

The focus for this role will be to provide business support for the International Science Partnerships team. You will contribute to the development of application documents and guidelines, online portal application forms and assessment systems, contract administration processes, coordinate and support assessment processes for funding applications. You will also manage contracting and payment processing with successful applicants.

For the Investment Co-ordinator role we are looking for someone who can demonstrate:

  • Proven track record of experience in best practice grants and investment processing support.
  • The ability to communicate effectively (written and verbally) with a wide range of stakeholders, both internal and external.
  • Project coordination skills.
  • Ability to manage positive relationships at all levels in the organisation.
  • Have an eye for detail and a high level of accuracy.
  • Be comfortable with ambiguity that change brings as we remain agile to a changing funding environment.
  • A proactive, solutions focused work style and a strong customer service focus.
  • Some knowledge of the science system is desirable.
