Ko tā mātou mahi - Our role

We currently have an exciting, newly created opening for a Senior Policy Analyst to join our Wellington based KiwiBuild team. This could be an ideal opportunity for an experienced Policy Analyst to step into a Senior role, and take the lead in complex analysis. This diverse role you will see you providing the link between our environment and regulatory settings, and the implementation and operation of the KiwiBuild work programme within Kāinga Ora.

Some of your key accountabilities within this role will include:

  • developing policies, guidelines, rules and procedures that lead to effective and consistent operational outcomes for the KiwiBuild work programme
  • policies and procedures for the assessment of proposals for KiwiBuild support, balloting, variations to underwrite deals, buyer eligibility, rental and early exit requests, enforcement, and open market/social housing sales
  • ensuring operational policy takes account of relevant strategic policies, legal and regulatory obligations
  • assisting with preparation of Ministerial briefings and Board papers ensuring they are completed on time and to a high quality
  • assisting with the provision of ministerial services on behalf of KiwiBuild including oral and written parliamentary questions, Official Information Act requests, and public queries
  • ensuring effective working relationships across Kāinga Ora and the Ministry of Housing and Urban Development to deliver the KiwiBuild programme and input into associated policy work and programmes.

Ngā pūmanawatanga ōu - What you will bring:

  • Proven experience in policy analysis and development (at least five years) in a government environment
  • Well-developed problem solving skills including: -Analytical - ability to clearly identify problems; understanding situations by breaking them into smaller pieces or tracing a situation in a step by step way -Conceptual - ability to identify patterns, connections or trends between situations that are not obviously related; can make complex situations clear and understandable, uses creative, conceptual or inductive reasoning -Synthesis - taking the analytical and conceptual outcomes and systematically adding key information to build practical solutions and policies; thinking clearly, succinctly and accurately building the answers to problems or questions raised
  • Proven ability to manage challenging workloads with agility and resilience and flexibility to adapt within fast moving environments
  • Sound project management skills and experience, highly organised in the management and monitoring of tasks and activities
  • Sensitivity to how people and organisations function, ability to deal comfortably with organisational politics and anticipate potential problems and opportunities, and to plan approaches accordingly
  • Understanding of Government decision-making and operating procedures
  • Proven ability to develop trust and credibility with senior managers and industry partners
  • Excellent writing and communication skill.
