Job Description

  • Set the policy direction for the legislation and resource markets that power New Zealand
  • Work across MBIE as well as alongside iwi partners, industry and other government agencies
  • Do work that matters in a supportive and collaborative team environment

A valued member of our policy team has taken another great role in central government.  As a result we're looking for a Policy Advisor, to join us in reviewing the resource markets regulatory system, helping us shape resource markets to meet New Zealand's current and future needs. This role will help shape the future of New Zealand's resources sector and will be directly relevant to a number of government priorities including housing, urban development, transport and the transition to a low emissions economy.

Resource Markets Policy

The Resource Markets Policy team provides policy advice on the development of New Zealand's mineral and petroleum resources, and the effective operation of gas and liquid fuel markets.  The team is working to align the development of resources with wider Government priorities, and build linkages with the transition to a low emissions economy and clean technology.  Key projects you could be working on with the team include:

  • the implementation of a recently released 20yr Resource Strategy for Minerals and Petroleum
  • the review of the Crown Minerals Act 1991
  • providing secondary advice on marine governance, conservation, RMA and related legislation and policy development

As a Policy Advisor you will use your excellent analytical and critical thinking skills to provide clear, well-reasoned and practical policy advice on a range of issues across the minerals and resources sector. You will contribute to, and at times lead, significant policy projects from first principles through to legislation.

Skills and Experience

We are looking for self-starters who can deliver tangible results, working in a collaborative and engaging way.  You'll need to love an intellectual challenge and won't be afraid of ambiguity.  We are keen to hear from you if you have:

  • A policy professional with a background in the natural resources sector, economics, finance, public policy, or law who can think strategically and use evidence to inform your work.
  • A good communicator with influencing skills that will allow you to work collaboratively within MBIE, across government and with external stakeholder groups.
  • An understanding of legislative frameworks and processes.
  • An understanding of the wider political environment and Ministerial priorities.
  • Demonstrated experience in delivering high quality advice.
  • A track record of earning trust and respect from others within and outside their organisation.
  • Sound judgement, integrity and discretion.

Why Policy at MBIE?

MBIE is one of the country's largest public sector agencies and we employ more policy people than anyone else in New Zealand, across a huge range of policy areas.  You could have an entire policy career here in MBIE and never work on the same thing again.  While you may start off providing advice on the resource markets system, in the future you may want to try something new, and we can help make that happen through secondments and voluntary rotations.

Developing our policy staff is a key focus for MBIE. We have a policy competency framework, so you know what's required of you now and what you need to do to progress in the future and we offer the learning and development support to help you get there.
