Fixed-term/Secondment (18 months), full time flexible (38 hours per week)

  • Lead responsibility for the Ministry's HR function
  • Provide strategic HR advice to the Chief Executive and Leadership team

About the opportunity

Reporting to the Director, Corporate Services, this position is part of a small Corporate Services team. This is a true generalist role that will provide you with the opportunity to apply your knowledge and experience across the full HR, ER and IR spectrum.

This position provides support across the whole organisation, overseeing and contributing to the delivery of operational HR services, and leading the Ministry's strategic HR advice to the Chief Executive (CE) and Leadership Team (LT). You will oversee the work of the Advisor, Corporate Services in providing a quality HR service to managers.

You will have excellent relationship management skills and lead the Ministry's relationship with key stakeholders at SSC, our payroll provider and Heads of HR in the public service. Internally, you will work closely with the Director, Corporate Services and the Finance Manager to ensure Corporate Services deliver high quality services to the Ministry.

A key focus for the Ministry is to improve our awareness and understanding of tikanga Māori, and how we incorporate this understanding as a Ministry to improve outcomes for wāhine Māori.

You will be comfortable working at both an operational and strategic level in the organisation, as well as coaching and mentoring junior team members.

  • relevant experience in business or human resources management or related discipline, and/or
  • eight years of experience in the field/s of generalist human resource advisory and with some experience working with the public sector

  • demonstrated experience in the implementation of human resources policies, procedures and capability development initiatives
  • demonstrated knowledge, understanding and application of governing legislation, inclusive of (but not limited to) State Service Act 1988, Employment Relations Act 2000, Holidays Act 2003 and Wages Protection Act 1983.
  • experience coaching and mentoring others
  • knowledge and experience leading and overseeing payroll
  • the ability to work to tight deadlines and under pressure
  • ability to build stakeholder relationships, internally and externally, and influence decision making.

The salary range for this position is $105,485 to $142,715, with a midpoint of $124,100.

(We would be looking to employ an experienced HR generalist around the midpoint of the range.)
