Senior Manager Safety Camera System at New Zealand Transport Agency, Wellington

Te Whiwhinga mahi | The opportunity

Waka Kotahi is busy working on effecting the transfer of the safety camera system from NZ Police to Waka Kotahi. Safety cameras are an important lever to reduce excessive speeds and ultimately reduce Deaths and Serious Injuries (DSIs) on New Zealand roads. This is an exciting and complex programme of work that contributes to achieving our Road to Zero objectives. This role provides a real opportunity to shape a new approach to safety cameras.

The Safety Camera System (SCS) Programme is responsible for leading the design and build for the safety camera transfer from NZ Police at the right time. We are now ready to onboard five key permanent roles to progress embedding this work across the agency, ensuring successful ongoing operation of the safety camera system at Waka Kotahi. The Senior Manager role is critical to the establishment and ongoing strategic leadership of the safety camera system. As well as driving a new approach to deliver on objectives set out by Road to Zero, this role is accountable for ensuring Waka Kotahi operates an intelligence-led, risk-based approach, and will be expected to influence regulatory settings that maximise the effect of the system.

Reporting to the Chief Operating Officer, Regulatory Services, this role also has dotted reporting line responsibility for the other new core safety camera establishment roles spread across Waka Kotahi business groups. This role also has strong links into the Programme team during the design and transfer of the safety camera function.

Ko koe tēnei | About you

As an experienced senior leader, you will bring thought leadership and strong direction and influencing skills to build behaviour change to this new approach. To be successful in this role, you will have:

  • Experience leading large operational teams at a senior level, providing strong people and thought leadership to deliver on strategic objectives
  • Experience in a governance role, ideally across a regulated sector however this is not essential
  • An ability to take a strategic approach and apply a system view to resolve complex issues
  • Skilled at influencing a range of stakeholders to achieve strategic outcomes
  • Strong written and verbal communication skills
  • Excellent relationship management and interpersonal skills
  • Proven experience working collaboratively in a matrix structure to influence, build consensus and achieve outcomes without positional authority.

In addition to your proven leadership experience you'll bring a relevant tertiary qualification, equivalent experience and/or professional certification/accreditation. A post graduate qualification, while desirable, is not essential.

You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Māori and promote tikanga and Te Reo Māori. You will also have knowledge of, or willingness to gain an appreciation of te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public sector.
