Manager Licensing & Authorisations at Reserve Bank of New Zealand, Wellington

The Reserve Bank of New Zealand | Te Pūtea Matua is New Zealand's central bank. Its purpose is enabling economic prosperity and well-being for all New Zealanders | Toitū te Ōhanga.


The Reserve Bank is preparing for new legislation that will promote the prosperity and well-being of New Zealanders. This legislation will contribute to a productive and sustainable economy by protecting and promoting the stability of the financial system.


This is an exciting time as the Bank continues to transform, setting up to meet an evolving mandate and purpose. This role sits within an ongoing multi-year project with a range of newly created roles that will enable Te Pūtea Matua to prepare for the Deposit Takers Bill that's been introduced to Parliament.

Te tūranga - The role

As the Manager of Licensing and Authorisations you will be responsible for leading a team that supports the licensing and re-licensing of regulated entities, including designing processes, frameworks, tools, and systems.

The Licencing and Authorisations function will lead RBNZ's work in:

  • Early stage engagement with prospective new bank, insurance and non-bank deposit taker license applicants;
  • Analysis and assessment of all bank, insurance and non-bank deposit taker license applications; and
  • Analysis and assessment of changes to existing licenses including changes in control, significant acquisitions, divestment and deregistration.

You will build, grow and lead a team of licencing and authorisations specialists and in collaboration with our policy and supervision teams, contribute to the development of strategies for the effective licensing and relicensing of new and existing regulated entities. Alongside this, you will;

  • Promote a culture of continuous improvement
  • Develop, motivate and lead employees to perform at their best
  • Ensure there is effective collaboration between the team and the wider group.

You're collaborative in your approach to leadership, and have the ability to build, foster and enable a motivated, high performing, inclusive and diverse team culture. You're an effective communicator and build relationships in a way that allows you to influence positively.

You will also have;

  • The ability to develop a broad range of knowledge and skills across a range of specialisms
  • Proven experience in relevant sectors, ideally consulting, banking, insurance and/or regulatory
  • Sound judgement and the ability to think holistically across a broad range of issues.
  • Project delivery and/or change management experience
