Te Tūāpapa Kura Kāinga - The Ministry of Housing and Urban Development (HUD) leads Aotearoa - New Zealand's housing and urban development work programme. A key part of our role is the enablement and delivery of housing investments. We focus on value for money approaches to achieve the best outcomes in place across the motu.
Mō te tūnga | About the role
Team Leader, Commercial, you will lead a team to deliver sound commercial advice in support of housing programmes, products, and tools.
You will be both 'on the business' and 'in the business'. You will lead by example in demonstrating excellent negotiation skills and deliver sound feasibility analysis for housing solutions. You will ensure commercial approaches deliver value for money, bring to life policy and product intentions and are legally sound. You will also take on specific projects and responsibilities, that help support process improvement, product enhancement and overall support of our strategic priorities.
A key element of your role is workflow management of your team, in a matrixed management environment. You will understand the capability and capacity of your team and assign them to specific cross-group work, ensuring their performance meets expectations.
As an effective team leader you will:
- drive good practice on housing solution development including commercial negotiation and structuring
- ensure sound investment decision-making processes and investment approval processes
- work with your team leader colleagues and colleagues across the group to ensure workflow is optimised, project-level outcomes are met and overall goals are achieved
You will be one of five team leaders that support the Manager, Commercial and Contracts by providing quality assurance, visibility and solutions on issues and confidence around sound judgement. You will have an interest in, or experience in, developing social housing and affordable housing solutions.
This role is in the Programmes and Contracts team, within HUD's Delivery group.
The salary range for this role is $121,855 - $148,934 +3% Kiwisaver contribution.

We are looking for someone who can demonstrate experience in optimising workflow across a broad range of work. You will have a strong background in commercial practices. You will have sound investment instincts, practical skills in making the complex simple, and a desire to improve systems and practices.
Ideally your skills and experience will include:
- A practical and solutions focused approach
- An understanding of government, particularly as it relates to housing
- A track record of providing sound, trusted advice to senior leaders
- Proficiency in commercial practices and financial analysis
