Senior Analyst x 2 at The Treasury, Wellington

Mō tēnei tūranga mahi | About this role

Have you got what it takes to shape Aotearoa New Zealand's tomorrow?

We have an exceptional opportunity for Senior Analyst/s to work at the centre of government to improve the value of public spending.

Mō Mātou | About Us

At Te Tai Ōhanga The Treasury we're creating a better future for New Zealand and everyone who calls our country home. We're the Government's economic and financial advisor, working hard to raise the standard of living for everyone in Aotearoa, now and in the future. Our talented people bring their diverse backgrounds and experiences to tackling New Zealand's biggest and most inter-connected issues. Every day, they are influencing, advising, and supporting decision-makers to shape our country's collective tomorrow.

The Spending Review team is focused on improving the value of public spending - understanding what is going where, and whether it is making a difference. Team members develop specialist skills in policy-making, financial and economic analysis, alongside exercising highly developed influencing and negotiation skills to work with stakeholders within Treasury and across government. We are committed to making a difference together.

Kōrero mō ngā tūranga | About the Roles

We have openings for two Senior Analysts. While we can adapt the work programme over time, at this stage we are looking for:

  • A Senior Analyst to work on Performance Plans, a new medium-term planning tool that all departments must prepare. Our team is responsible for the design and implementation of the Plans. Over the coming months, we will roll out year two of the Plans, working closely with departments and our central agency colleagues to improve quality and provide advice in response to what Plans tell us.
  • An experienced Senior Analyst to lead our Spending Review Spending Reviews are a tool used across OECD countries to assess the efficiency and effectiveness of public spending. While New Zealand has had variations of these over time, we are looking to institutionalise the approach and an ongoing work programme. The Senior Analyst would support the development and roll-out of the work programme, as well as lead specific reviews. This role requires enhanced influencing skills, alongside experience analysing fiscal and non-fiscal information in a public sector context.

Ō pūmanawa | About You

Across both roles, we are seeking people with:

  • excellent analytical and strategic skills
  • strong implementation skills, able to deliver on time and to quality standards
  • highly developed communication, influencing and relationship management skills, with the ability to have impact within and across government
  • an effective problem-solver
  • cultural intelligence and a growth mind-set
  • a generous, team-player attitude

The roles will suit self-starters comfortable working with ambiguity as our projects involve exploring unfamiliar areas of spending or designing new policies and processes. Further, they would likely suit people from public sector, consultancy, or from within businesses where the focus is on increasing efficiency and effectiveness.

As a signal, we would expect people applying for the senior analyst role to have 5+ years' experience. We also expect Senior Analysts to have experience in leading projects and delivering through others.

We are committed to employing people, with a wide range of academic, cultural and social backgrounds and experiences, who represent the New Zealand community we serve.
