Mō te tūnga | About the role
As the Lead Intelligence Analyst at the TNOC Fusion Centre, you will be an experienced intelligence professional working in a dynamic multi-agency environment and supporting the development of the strategic intelligence capability across the TNOC agencies.
You will be an expert in using a range of analytical tools and methods to provide insight and foresight on complex TNOC problems and issues. You will be an experienced written and verbal communicator, familiar in presenting to clients across the multi-agency environment. You will support the team in developing high-standard intelligence products, and further the intelligence capability of the function.
As a critical and innovative thinker who is enthusiastic and personable, you will be able to develop high trust and effective cross-agency relationships with the team, member agencies and partner agencies. You will bring a positive mindset to the team and lead collaboration between agencies to achieve shared outcomes.
Key Accountabilities
- Produce compelling high quality strategic analysis of the complex TNOC environment that recognises and assesses multiple perspectives. Propose potential opportunities and present results as intelligence products and briefings in a way that compels decision making.
- Oversee collection activity aligned to TNOC priorities and understand the mandates and collection activity of our partner agencies.
- Proactively identify emerging TNOC risks and trends, ahead of agencies, and develop timely intelligence products for Governance.
- Proactively build and maintain partnerships across the sector to support situational awareness, collections, and wider TNOC knowledge.
- Provide technical guidance relating to intelligence analysis tools and methods, and coach intelligence staff to develop their tradecraft.
- Provide peer review and quality assurance of intelligence products produced by the team.
- Manage competing priorities and demands effectively to maintain quality of work under strict timeframes.
- Champion diverse worldviews, different perspectives, and the principles of Te Tiriti o Waitangi, identifying opportunities to reflect these in intelligence products.

- For both Constabulary & Police Employees:
- Agree to enrol in a leadership programme at the advertised level, at a future date or
- Have qualified under CEP or a previous Career Progression Framework at the level you are applying for.
- Strategic intelligence experience
- An understanding of transnational organised crime is desirable
- Hold the NZ Diploma in Intelligence Analysis (NZDIA) or equivalent

Additional Information

NZ Citizen who has resided continuously in NZ for the last 10 years, or:
- A Permanent Resident who has resided continuously in NZ for the last 10 years, or
- A citizen of or has resided continuously in one or more of the following countries for the last 10 years: Australia, Canada, United Kingdom, or United States of America, and has a background that can be verified by the NZSIS.

About TNOC
The Transnational Organised Crime (TNOC) Strategy refresh will provide a comprehensive, whole-of-Government end-to-end approach to tackle transnational, serious and organised crime and support communities to minimise the harm caused by it. It will bring together a significant number of government agencies with a response and resilience approach, to make it harder for organised criminal groups to gain footholds in their communities.
The TNOC Fusion Centre is a cross-agency team, hosted by New Zealand Police. The TNOC Fusion Centre sits in the Fusion Hub, alongside the Gang Harm Insights Centre and the National Drug Intelligence Bureau.
The TNOC Fusion Centre supports the TNOC Strategy, and through the multi-agency governance structure, provides all-source strategic intelligence assessments, identifies system vulnerabilities, and guides the prioritisation of initiatives, effort, and resource at the system level.

Utu ā-tau | Salary
This position is covered by a collective agreement and salary will commence at $110,425.00 dependent on skills and experience relevant to the role.
