Senior Business Analyst at Electoral Commission, Wellington

As the Electoral Commission continues to develop and get ready leading to the 2026 General Election, we have a great opportunity for four experienced Senior Business Analysts to join the organisation. 

We are looking for a fixed term Senior Business Analysts to help us develop several work programmes that will enable us to deliver successful Electoral events.

 Salary Band is $108,140- $120,160 (100%) reflecting the skills and experience of the successful candidate.

You will play a key role in influencing the quality of outcomes that we are delivering to New Zealanders. By applying the industry best practice, you will work closely with business units across the Electoral Commission to identify their needs and weave the requirements throughout planning, design, development and delivery for election events and projects.

To achieve successful business change and election readiness, your role will identify accurate business requirements, processes, tools, systems, and user stories; undertake necessary data and process analyses to formulate evidence-based recommendations; translate business needs into solutions and business impact.

The Senior Business Analyst will convey the proposed solution back to the business and Programme Board in a way which is easily understood. Furthermore, as a Senior Business Analyst, you will ensure high-quality advice and fit-for-purpose documentation are provided to support decision making.

Technical capability, driving for results and stakeholder engagement will be the key to success. You will be able to communicate effectively across all levels and develop influential and trust

relationships. You must be pragmatic in your approach and be adaptable to a changing environment.

As an experienced and competent Senior Business Analyst, you will bring the following:

  • Expertise in translating complex business processes into process maps, using BPMN 2.0 notations.
  • Proven experience in successfully leading, designing, developing and delivering business analysis deliverables using a wide range of methods, tools and techniques.
  • Demonstrated expertise in building relationships with a diverse range of subject matter experts and stakeholders at all levels.
  • Solid analytical skills and excellent judgement. Ability to think strategically and bring information together to solve complex problems
  • Experience in identifying and mitigating process risks, controls and assurance.
  • Strong ability to tell an evidence-based story and recommendations to senior leaders and stakeholders.
  • Facilitation, conflict resolution, negotiation and problem-solving skills.
  • Driving for results, agile and resilience.
  • Ideally have had previous experience of NZ government business environment.

Ideally you will have a relevant tertiary qualification and/or 5 years of experience, preferably in a complex programme delivery and/or business operations environment.

He aha tāu e mahi ana | What you'll be doing

The successful candidate will be focusing on designing, planning, developing and implementing processes, systems and tolls for an electoral event and the related projects. This will include responsibility of:

  • Delivering process maps; and business analysis components in development and implementation stages.
  • Participating and leading components of establishing practices, templates, tools and partnerships to expand and mature the Commission's business analysis practice.
  • Integrate knowledge of business practices and project change to ensure a cohesive Business Analysis programme of work.
  • Facilitating meetings and workshops to document well-balanced requirements from subject matter experts.
  • Developing robust and easy to understand outputs and presentations to stakeholders and managers.
  • Information analysis, data analytics and impact assessment to support prioritisation and evidence-based decision making.
  • Identifying improvement opportunities, understand the current state, clarifying root causes and requirements, and developing future state to implement solutions with subject matter experts and key stakeholders.
  • Peer review and provide constructive feedback on outputs developed by projects or others in the team.
  • Provide coaching, guidance and mentoring to Business Analysts in the team to implement the best practice, support their success in their work and growth in their technical competency.
