Principal Advisor, Regulatory Policy - Rules Update Programme at Civil Aviation Authority of NZ, Wellington

About the role

As a Principal Advisor, Regulatory Policy working on the Rules Update Programme , you will be at the heart of the CAA’s system-shaping work. You’ll play a key role in modernising New Zealand’s Civil Aviation Rules, ensuring they are clear, future-ready, and aligned with international standards. This role provides expert advice, analysis, and leadership in the development of aviation safety and security regulatory policy and rules.

This is a 2-year fixed term contract.

You will:

  • Lead the development and delivery of evidence-based regulatory policy advice to support changes to the Civil Aviation Rules.
  • Provide strategic, well-reasoned advice and briefings to senior CAA leaders, the Ministry of Transport, and the Minister.
  • Collaborate with subject matter experts, operational teams, and external stakeholders including the Ministry of Transport, ICAO, and other regulators.
  • Mentor and support advisors working on the Rules Update Programme.
  • Ensure project milestones are achieved, and deliverables are of the highest quality.

 

What You Will Bring

  • Tertiary qualification or equivalent experience in a relevant field.
  • Extensive experience in policy development within a regulatory environment.
  • Strong understanding of the machinery of government.
  • Proven ability to lead complex, organisation‑wide projects.
  • Experience coaching and mentoring others.
  • Exceptional relationship management, influencing, and communication skills.
  • Ability to critically analyse complex information and make sound, well‑reasoned decisions.
  • Excellent writing skills to convey complex ideas clearly.
  • Eligibility to obtain and maintain a security clearance.

The salary range for this role is $136 939 to $161 941. The starting salary will be dependent on your skills and experience and will take into account internal relativities within the team.
