Manager Operational Resilience


Lead regulatory policy that strengthens the resilience of New Zealand's financial system and safeguards public confidence.

Te tūranga - The role

Join the Financial Stability Group, which leads the Reserve Bank's work on the stability and resilience of New Zealand's financial system. As Manager Operational Resilience, you will provide strategic leadership for a specialist policy team responsible for developing regulatory frameworks that strengthen operational resilience across regulated institutions and the financial system as a whole.

This role sits at the centre of complex and high-impact regulatory policy, with strong engagement across industry, government and international regulators.

You will:

  • Lead regulatory policy on operational resilience, governance, risk management and branch operations.
  • Provide trusted advice to senior leaders, the Board, Ministers and Select Committees on complex policy issues.
  • Oversee major policy programmes, ensuring robust analysis, consultation and governance.
  • Lead senior engagement with industry, government and international regulators.
  • Set strategic direction and deliver a business plan aligned to group priorities.
  • Build and lead a high-performing, inclusive team, role-modelling RBNZ values.
  • Contribute to directorate strategy, cross-Bank initiatives and the embedding of Te Tiriti o Waitangi.
  • Deputise for senior leaders and contribute as a member of the directorate management team.

To be successful in this role you will have:

  • Proven senior leadership experience in regulatory policy, financial services, risk, governance or a related field.
  • Strong expertise in economic frameworks, public policy making, or prudential regulation, with the ability to lead complex policy design.
  • Demonstrated ability to influence senior stakeholders and operate effectively in high-profile, high-impact environments.
  • Excellent strategic thinking, judgement and problem-solving capability across complex and ambiguous issues.
  • Strong people leadership skills with a track record of building inclusive, high-performing teams.
  • Knowledge and application of Te Tiriti o Waitangi and an appreciation of Te Ao Māori.
  • Eligibility to obtain and maintain the appropriate level of New Zealand National Security Clearance.
