District Efficiency Improvement Reporting & Development Lead

We are seeking an experienced, strategic leader to join the Office of the Group Director Operations as District Efficiency Improvement Reporting & Development Lead. This is a pivotal role focused on driving efficiency, strengthening performance frameworks, and building sustainable capability across Waitaha Canterbury.

This position plays a key role in enabling Hospital and Specialist Services to deliver improved operational and financial performance, supporting better outcomes for our communities.

About the Role

In this role, you will lead the establishment and delivery of the District Efficiency Improvement Programme (EIP). You will provide clear, high-quality reporting and practical, hands-on support to Hospital and Specialist Services, enabling them to deliver measurable and sustainable efficiency improvements.

As a trusted advisor to the Group Director Operations (GDO) for Waitaha Canterbury, you will support priority initiatives, coordinate district-wide actions, and drive delivery across complex service environments. You will work closely with operational and clinical leaders to understand pressures on the ground, connect financial and performance information, and translate insights into action.

You are delivery-focused, well organised, and comfortable operating in fast-paced, complex environments. You build strong, trusted relationships with senior leaders, clinicians, and operational teams, and are confident working alongside clinical and commercial partners to resolve issues, maintain momentum, and deliver against agreed priorities.

You bring strong financial acumen and can interpret and translate financial and operational data into clear, actionable insights that support performance improvement and resource optimisation. Systems-focused and pragmatic, you take a coaching approach to building capability, quickly understanding how services, people, an

funding interact.

You influence through collaboration rather than authority, communicate clearly, and bring people together around shared operational and financial goals.

Key Responsibilities

Lead the Efficiency Improvement Programme

  • Partner with General Managers, Clinical Leaders, and Operations Managers to identify and deliver operational and financial improvement opportunities.
  • Provide assurance and act as a single source of truth for all EIP-related programmes and projects.
  • Develop and embed a clear performance and accountability framework.
  • Monitor KPIs, build dashboards, and provide productivity insights.
  • Deliver high-quality analysis and reporting to support senior decision-making.
  • Maintain robust data governance and performance oversight.

Programme and Project Reporting

  • Deliver transparent programme roadmaps, clearly identifying risks, interdependencies, and progress.
  • Oversee consolidated reporting for governance groups, the GDO, and the Group Leadership Team (GLT).

Relationship and Stakeholder Management

  • Build strong, trusted relationships with General Managers, Clinical Directors, senior leaders, and external stakeholders.
  • Support alignment with Te Whatu Ora system priorities and long-term planning.

Quality, Technology, and Organisational Leadership

  • Champion quality improvement, continuous learning, and best practice.
  • Use information systems confidently and maintain ongoing professional development.
  • Demonstrate leadership aligned with Pae Ora and Te Tiriti o Waitangi obligations.

Essential Requirements

  • A relevant tertiary or professional qualification that supports your expertise in programme management
  • A recognised project management certification, such as PMI, PRINCE2, or Agile.
  • Extensive experience leading large'scale programmes within complex, multi'layered service environments.
  • Strong capability in data governance, assurance, and performance reporting, with the ability to build trust through transparent, robust systems.
  • Senior-level experience in project delivery and financial management
  • Exceptional analytical skills, enabling you to distil complexity and provide clear, strategic advice to senior decision'makers.
  • Excellent written and verbal communication skills, including the ability to produce succinct, compelling analysis and deliver effective presentations.
  • Outstanding relationship'building, facilitation, and influencing skills, allowing you to work confidently across diverse stakeholders and environments.
  • A deep understanding of equity, Te Tiriti o Waitangi and the ability to reflect these principles in your work.
  • Advanced proficiency with Microsoft Office tools, enabling you to deliver high'quality reporting, analysis, and presentations.

Preferred

  • Clinical and/or management experience within New Zealand health settings.
  • Skills in negotiation, leadership, facilitation, team dynamics, and data evaluation.
  • Experience operating as a senior strategic advisor.
