  • Two Executive leadership roles with influence at a national scale
  • Shape New Zealand's economic growth priorities, underpinning regulatory and innovation systems
  • Strategic policy leadership across critical portfolios
Tēnei tūranga - About the Role:

We are recruiting two policy focused Deputy Secretary positions: Labour, Science and Enterprise (LSE) and Building, Resources and Markets (BRM). Both roles are integral to MBIE's Senior Leadership Team and carry collective accountability for delivering the Ministry's policy programme and strategic objectives.

For both roles, your core responsibilities will include:

  • Strategic Leadership: Set the strategic direction and long-term vision for your portfolio, contributing to the governance of the whole Ministry as a member of the Senior Leadership Team. Both teams are circa 300 kaimahi and service a number of Ministers.
  • Policy Development: Lead the development of major policy strategies in partnership with core government agencies, ensuring regulatory and policy settings support New Zealand's economic resilience, competitiveness and growth agenda.
  • Stakeholder Engagement: Build strategic alliances with government and non-government representatives nationally and internationally, ensuring MBIE's views are influential whilst representing whole-of-Ministry perspectives.

Deputy Secretary – Labour, Science and Enterprise

The LSE role is weighted towards the breadth of New Zealand's economic systems. Key areas of focus include developing the science and innovation systems through strategic public investment; leading labour market, immigration, tourism and economic policy and operations in partnership with core government agencies; and overseeing Crown entity performance, including monitoring, board appointments and advice on significant ownership and investment decisions.

Deputy Secretary – Building, Resources and Markets

The BRM role carries significantly more weight on underpinning microeconomic settings for the business environment. Key areas of focus include leading regulatory policy systems across building, energy, utilities and commerce; guiding market policy strategies to drive a productive economy. Given the commonalities, we will consider applications across both positions. Candidates are welcome to express a preference.

Ngā pukenga me ngā wheako e hiahiatia ana - Skills and Experience Required

For both roles, we are seeking an experienced senior executive with deep policy expertise and proven strategic leadership capability. In particular you will need:

  • Deputy Secretary level experience leading complex policy functions and working closely with Ministers.
  • A deep understanding of the New Zealand economy - its regulatory environment and the systems that drive productivity and growth. For BRM in particular a background in economics would be a significant advantage.
  • Proven success in strategic and people leadership, working collaboratively as part of a senior leadership team with a shared organisational vision.
  • Experience leading large-scale transformational programmes in complex, multi-disciplinary environments
  • Political nous and the ability to build and maintain the trust and confidence of Ministers and senior officials
  • These roles offer the opportunity to make a meaningful difference to New Zealand's economic future and to lead work that touches the daily lives of all New Zealanders.
